PURPOSE
The Restoring Family Links / Missing Field Officer contributes to the implementation of the delegation’s Restoring Family Links (RFL) and Missing activities, at the local level of his/her Area of Responsibility (AoR)/Sub Delegation (SD). This concerns the ICRC Lebanon’s Protection department’s response to the RFL needs of all persons in Lebanon separated by conflict, other situations of violence, and migration, and in particular the needs of Missing persons and their families as a consequence of the different conflicts which took place in Lebanon since 1975 and the ongoing conflict in Syria since 2011.
ACCOUNTABILITIES AND RESPONSIBILITIES
Lebanon Missing file – 50%
Accompaniment and support to the families – 30%
Under the supervision of the Protection Delegate and in close coordination with the Beirut-based Lebanon Missing Responsible for technical aspects, participates to the planning and implementation of accompaniment activities in his/her area of responsibility and supports the Committee of the Families of the Kidnapped and Disappeared (CFKD) activities in accordance with guidelines and procedures:
Assesses the needs of the families of the missing;
Develops community profiling of different communities of families of Lebanon Missing in AoR;
Establishes and maintains contact with families through phone calls and home visits; and
Prepares and organizes ICRC Information Sessions on the Lebanon Missing file
Coordinates all logistical aspects (venue, coffee break, transportation, financial receipts);
Prepares dissemination material and delivers briefing on ICRC’s work on the Missing file;
Coordinates the presence of different NGOs and family association after consultation with BEY during the information session.
Liaises with CFKD central committee on local family committee’s establishment/activities and assists when needed in the preparation/coordination of local events.
Provides accurate, timely, and consistent reporting to the Lebanon Missing Responsible and Protection Data team on all accompaniment activities;
Updates in Prot6 the activities related to contacts made with family members by phone according to the current data entry procedures and proactively crosschecks his/her own data entry with the available control tools (dashboards);
Maps and identifies service providers and other relevant stakeholders in AoR, and liaises with them;
Suggests to Protection Delegate the referral of specific cases to other organizations, according to criteria and when relevant.
Collection of Data related to Missing Persons - Biological Reference Samples (BRS) and Ante Disappearance Data (ADD) – 20%
Under the supervision of the Protection Delegate and in close coordination with the Beirut-based BRS Project Coordinator plans, organizes, and implements the collection of Biological Reference Samples (BRS) in AoR in a timely and consistent manner and as per relevant guidelines, ensures proper follow up, and supports BRS in other areas, as and when needed;
Following BRS collection, manages samples timely, consistently, and as per relevant guidelines;
Provides accurate, timely, and consistent reporting on the BRS collection to the BRS Project Coordinator and Protection/Forensic Data team using the agreed upon tools, and as per the relevant guidelines.
Under the supervision of the Protection Delegate and in close coordination with Lebanon Missing Responsible plans, organizes and collects ante disappearance data (ADD) in his/her AoR as per relevant guidelines when deemed pertinent.
Identifies, maps, and reaches out to local authorities, community leaders, (I)NGOs, families of the missing, and other stakeholders in her/his area of responsibility, as relevant and appropriate, to identify families of Palestinian Missing persons (underrepresented in caseload);
Provides accurate, timely, and consistent reporting on the ADD collection to the Senior Missing Program officer and Protection/Forensic Data team using the agreed upon tools, and as per the relevant guidelines;
Updates in Prot6 the data related to the Missing persons, the enquirers and the activities of ADDq collection according to the current data entry procedures and proactively crosschecks his/her own data entry with the available control tools (dashboards).
Restoring Family Links and Syria Missing file - 50%
Outreach and dissemination sessions
Under the supervision of the Protection Delegate and in close coordination with the Beirut-based RFL responsible for technical aspects:
Pursue the identification of new communities and stakeholders in his/her AoR; continuously update and use the mapping for the implementation of outreach activities to new families of separated or missing persons; and
Collectively plan and implement the Plan of Action (PoA) of the SD regarding dissemination sessions on RFL and Missing activities of ICRC in Lebanon to Syrian refugee population, other potential beneficiaries and stakeholders.
Case collection and individual follow up with families
Under the supervision of the Protection Delegate and in close coordination with the Beirut-based RFL responsible for technical aspects:
Collects Syria-related Tracing cases and Allegations of Arrest; migration-related Tracing cases, and Lebanon-related Tracing cases; and
Follows up proactively, systematically, and in a timely manner on individual cases internally, with families/enquirers through the Ask for news (AfN) exercise and/or with the relevant stakeholders;
Contribute to the implementation of all requested RFL activities not related to the Missing file: collection/distribution of Salamat/RCM; collection of documents for Electronic Travel Documents (ETD), assessment for any RFL case, etc.
Provides accurate, timely, and consistent reporting to the RFL responsible and Protection Data team (including Prot 6 data entry activities);
Updates in Prot6 the activities related to contacts made with family members by phone according to the current data entry procedures and proactively crosschecks his/her own data entry with the available control tools (dashboards).
Multidisciplinary response to needs of families of Syria Missing
Under the supervision of the Protection Delegate and in close coordination with the Beirut-based Syria Missing Delegate for technical aspects:
According to set criteria, pre-identifies families of Syria Missing for eligibility for Cash Transfer program;
Identify specific needs of Family of Missing (FoM) and ensure their referrals to relevant departments within ICRC;
Maps and identifies services providers and other relevant stakeholders in AoR and liaises with them for referral of cases;
In specific communities, participates to preparation and setup of multidisciplinary (pilot) projects to respond to needs of Syria FoM;
Updates in Prot6 the activities related to contacts made with family members by phone according to the current data entry procedures and proactively crosschecks his/her own data entry with the available control tools (dashboards).
