Restoring Family Links // Missing Field Officer

General Description:

Under the supervision of the Syria Missing FO3 the Restoring Family Links // Missing Field Officer (FO) contributes to the implementation of the delegation’s Restoring Family Links (RFL) activities in Beirut/Mount Lebanon, in addition being responsible for all the management tasks related to Missing in Syria cases in Lebanon, except for Foreign Fighters // Families of Foreign Fighters File (FF/FFF).

Objectives and Tasks:

Case collection and individual follow up with families in Beirut/Mount Lebanon (40%)

  • Collects Tracing cases and Allegations of Arrest, all related to Missing in Syria.
  • Follows up actively and in a timely manner on individual cases with families/enquirers, notably through AFN exercise.
  • Prints all documents related to the files in order to keep them up to date.
  • Provides accurate and timely reporting to the Syria Missing FO3 and Protection Data team.
  • Enters in Prot6 all activities related to contacts made with family members by phone, according to procedures.
  • When needed, refers beneficiaries of RFL services to other ICRC departments and in accordance with the relevant criteria (Health/Ecosec), as well as to external stakeholders when appropriate.

Case management related to Missing in Syria in Lebanon (60 %)

  • Contributes to monitor the data quality of all AoA/TC and all AFN collected in Lebanon seeks additional information from FO in the sub-delegations (SD) and provides them with guidance and coaching.
  • Contributes to the revision of cases already documented in Prot 6, based either on particular selection/criteria (ex: new AoA/TC, past TC, AoD, particular events and/or circumstances, revision by district) and/or opportunities (ex: sessions on Need to Know with families during Accompaniment project)
  • Centralizes requests from DAM_Tracing Services, organizes the requested follow ups and sends the feedback to DAM. Handles queries related to follow up of cases with National Societies/ICRC delegations abroad.
  • Prepares, monitors and transmits to the Data team the AFN to be done by the detention team for enquirers being currently detained.

Identifies alternative ways to contact the FoM when no other member is reachable in Lebanon: through email, involvement of other delegations/NS where other relatives are potentially located, etc. Communicates with the field teams for clarifications requested.
  • Compiles RFL/MIS statistics (on weekly and monthly basis) related to the Syria MIS file (AoA/TC collected; AFN calls; follow-up interviews, etc)
  • Acts as focal point for Community Contact Center (CCC) requests and refers them to the  departments concerned.
  • Compiles all EcoSec referrals (BEI, AoRs), verifies eligibility as per set criteria prior to forwarding to EcoSec department.
  • Contributes to re-establishing contact with enquirers that the ICRC lost contact with through conducting field and home visits.

Additional Duties:

  • The Restoring Family Links // Missing Field Officer may be asked to perform professional duties and tasks not covered in this job description as to provide support to other departments.
  • When required, identifies new communities and stakeholders in BEY/ML for the implementation of outreach activities to new families of separated or missing persons.

Position Requirements:

Minimum Qualifications:

  • Years of experience required: 3 years of relevant experience, Including 1-2 years of humanitarian experience in Protection and/or Case Management.
  • Level of education: Bachelor’s Degree, Master’s Degree is a plus.
  • Field of education: Social Sciences, Socio-Medical Assistance, or any other job-related field.
  • Languages: Arabic and English, French is a plus.

Job Details:

  • Job Location: Beirut, Lebanon.
  • Working Schedule: Monday till Friday, from 8 Am till 5 Pm.
  • Contract Type: Determined Period, 1 Year (Renewable).
  • Salary Package: 2400 – 2900 USD/Month.
