Water & Habitat Electrical Engineer

GENERAL DESCRIPTION:

The ICRC's Water and Habitat (WatHab) Electrical Engineer is part of a team with complementary competencies, and therefore, bringing his/her specific skills to the team. The engineer works in support funded hospital projects, specifically Rafic Hariri University Hospital (RHUH) in Beirut and Tripoli Governmental Hospital (TGH), as part of a WatHab project team and can be requested to support the field teams in several health infrastructures within the country, if requested by Lebanon Delegation.

He/She plans projects to address the need and problems encountered, negotiate with local authorities and firms regarding project implementation, supervise the execution of the projects, liaise with support departments for logistic and financial process, and handle all administrative aspects until project completion.

OBJECTIVES AND TASKS:

General tasks:

·        Assumes main responsibility and contributes to the design and management of construction and renovation projects at RHUH and TGH: plans, organizes and monitors the implementation independently.

·        Develops and maintains contacts with interlocutors/authorities at local/hospital level mainly independently.

·        Supervises technical staff and contractors on-site, ensuring control of the cost, time and quality of works.

·        In charge of written project reporting along with the project time frame and cash flow forecasting.

Electrical Engineering works (50%):

Carries out assessments focused on technical, sustainable and institutional aspects at RHUH and TGH.

Analyses the collected information, highlights challenges, writes comprehensive assessment reports, proposes action points and shares with Water & Habitat supervisor and team.

Designs construction and renovation interventions/projects with technical specifications in-line with recognize health engineering standards.

Collaborate with the WatHab Hospital Team for ensuring that electrical components of any engineering project are up to a proper standard.

Supports and advises the WatHab department in electrical engineering practices throughout the country.

Keeps contact with relevant interlocutors such as maintenance team, engineering associations, and any other relevant interlocutors.

Elaborates his own understanding of the context and needs at RHUH and TGH, proposes interventions considering sustainable and economic factors.

Project management (50%):

Elaborates concepts of intervention and verifies designs submitted by contractors are up to standards.

Carries out tendering process for selection of contractors according to ICRC internal rules.

Follows contractual relations with contractors and supervises contracts implementation.

Follows internal reporting procedures and filing, manages internal paperwork using ICRC’s tools and procedures.

Contributes to the follow up of yearly budget implementation and projects monitoring framework.

Prepares projects presentations both for technical and for the general public.

POSITION REQUIREMENTS:

Years of experience      Minimum 5 years of professional working experience

Working experience in an interdisciplinary and international environment  is a strong asset  Assignment done with an International NGO, UN and/or overseas is a strong asset.

Level of education        Minimum bachelor’s degree / Preferred master’s degree

Field of education         Electrical Engineering

Languages                     Arabic and English very good written and spoken. French is an asset

Computer Literacy       MS Windows / MS Office Suite (mandatory)

                                       MS Project (mandatory)

                                      CAD (mandatory)

                                      Electrical Engineer Software (important)

Required Competencies

Industrial Certificates such as:

Project Management (e.g. PMP or equivalent) Proficient)

Electrical Engineering Software (e.g. ETAP, Power World Simulator,

MatLab/Simulink, Altium, or equivalent) (Proficient)

CAD Software (e.g. AutoCAD, or equivalent) (Basic)

Relevant MV/LV Standards (IEC, or equivalent) (Proficient)

Safety & Security Protocols for work on MV/LV installations (Proficient)

Experience (design/site supervision) with MV/LV installations (buildings), and/or electro-mechanical applications (water/sanitation systems) are mandatory. (Proficient)

Experience with industrial photovoltaic installations is considered a very strong asset. (Proficient)

Breadth of experience in a complementary discipline like HVAC, Healthcare Facilities, Water/Sanitation Facilities, Power Generation will be considered. (Proficient)

Demonstrated ability to take data-driven, scientific decisions in uncertain and rapidly changing environments. (Basic)

Demonstrated ability to work in a matrix organization, effectively delivering a wide range of solutions despite an environment with conflicting interests. (Basic)

Willing to work in an interdisciplinary team of engineers ranging from civil/architectural, to mechanical/hydraulic engineering contributing as the focal point for electrical engineering to a wide range of projects. (Proficient)

Driven by strong humanitarian commitment and can convincingly explain it. (Proficient)

JOB DETAILS:

Job Location:              Beirut with field trips all over the country (stay over several days)

Working Schedule:    Monday to Friday from 8h to 16h30

Salary Range:             USD 2’000 – USD 3’000

Contract Type            Fixed term,1 year (renewable based on performance and need for position)
