Finance Officer - German Red Cross

Job Purpose

Based in Beirut, the finance officer supports the overall financial management of the GRC projects for GRC Syria office to ensure an optimal and timely performance. The Finance Officer will also be responsible for checking and processing financial vouchers of other assigned countries. The Finance Officer reports to the Finance Manager in the regional office in Beirut. The Finance Officer will work closely with the GRC office in Syria and liaise with GRC Syria Head of Office and Syria Program Manager as well as provide support to other tasks assigned by MENA finance delegate/manager. The Finance Officer will conduct frequent visits to Syria and possibly other assigned countries, and he/she will have direct engagements with the SARC finance team and MENA Finance team/other country teams (if required).  

Job Duties and Responsibilities

Accountancy Syria

Monthly accountant documents:

Receive monthly closings from the country office on timely basis.

Check the quality of vouchers and enter into the booking system according to GRC financial procedures and donor financial requirements.

Ensure all documents are translated into English.

Identify missing documents or non-adherence to financial guidelines and inform the Finance Delegate/Manager regarding any irregularities.

Check financial codes are correct before booking the transactions.

Input Data into FundsPro financial system in an accurate, efficient & timely manner.

Verify the un-booked vouchers received from Syrian Arab Red Crescent (SARC) and record them in the FundsPro accounting system.

Ensure contractual compliance as part of the voucher verification, this involves checking the existing contracts, payment schedules and taxation terms.

Maintain the inventory and book in the Funds Pro system.

Assist Finance Delegate/Manager in month end closure process.

Prepare voucher clarification sheet and closely follow up with GRC Syria office and SARC financial team.

Maintain a proper filling system in accordance with filling best practices, donor document retention policies and GRC guidelines.

Arrange and prepare financial closures and courier to GRC HQ on monthly basis.

Follow up on work advances issued to Syria country team and prepare settlements on timely manner.

Receivables for Syrian Arab Red Crescent (SARC):

Create, follow up & ensure clearance of the receivables from SARC.

Facilitate the link between the finance documents with the logistic-procurement documentation.

Check bank journals and monitor the physical balances of each cost center.

Advise and support SARC in the preparation of the quarterly cash request for each project, in coordination with the program manager in Syria and finance team.

Follow all ongoing general documents between GRC and SARC (agreements, contracts, budgets, cash request etc).

Monitor the receivables issued, check and match the balances of GRC books and SARC books and obtain sign off on month end balances.

Calculate, reconcile and advise GRC Syria office on the outstanding receivable amount.

Prepare quarterly reconciliations of SARC projects’ balances and GRC accounting system and correct/adjust any identified differences.

Support GRC Syria office in the review of BFUs on a quarterly basis.

Advise GRC Syria office on any pending receivable which requires his action to solve the issue.

Checking receivable reports received from national society and prepare comment if any and booking into FundsPro.

Track SARC financial reports with submitted vouchers to ensure all expenditures are recorded properly.

Other tasks

Checking financial vouchers of other assigned countries and informing MENA Finance Manager / Delegate any improvements needed.

Communicating / following up findings on financial vouchers with the country teams

Visits to other assigned countries (if required)

Implement any other finance-related task (s) as assigned by Finance Delegate/Manager.

Education

Bachelor in Accounts/Finance/Business/Administration - Required.

Degree in Financial management - Preferred.

Experience

Minimum 3 years work experience in a financial role - Required.

Experience of working with web-based accounting systems - Required.

Work experience with other international organizations, large NGOs and/or government development agencies, multicultural environment - Required.
