The Finance Senior Officer is responsible for providing technical advice to the MENA team, provide accounting services, ensuring financial control, financial reporting, training and providing advice and support to relevant stakeholders within a comprehensive financial management structure. This position is accountable for the following with regard to Norwegian Red Cross (NorCross) operations in MENA: • Risk management and internal controls • Financial management and controllership • Treasury Management • Financial reporting • National society development
Risk Management & Internal Controls
Ensure that a rigorous internal control environment is maintained;
Support the application of NorCross finance policies, processes, and procedures;
Support the implementation of internal and external audit recommendations;
Participate in the design, development and review of financial policies, processes and procedures as requested, and;
Ensure that a financial risk assessment is conducted for project proposals.
Financial Management
Coordinate the preparation of operating and programme budgets;
Responsible for all aspects of petty cash in both currencies LBP & USD, receipts into and payments out of petty cash, including ensuring that all transactions are correctly authorised and fully documented.
Monthly accounting for MENA field officers
Provide advice to managers on budgetary matters;
Manage the day-to-day processing of transactions in accordance with established procedures;
Oversee budget review and revision process;
Oversee the month-end financial close process and support the year-end financial close process;
Provide advice to MENA team as required on financial management matters pertaining to operations and programmes; and,
Monitor financial key performance financial indicators on a monthly basis and provide advice and/or instruction to MENA team as to how to improve.
Financial Reporting
Prepare quarterly and ad hoc financial reports for management purposes;
Review and approve donor financial reports, on an ad hoc, as required basis; and,
Support programme and year-end audits including preparation of financial statements in compliance with the NorCross’ financial regulations.
Treasury Management
Effectively manage the funds available for programmes and operations consistent with organizational policies and with a view to minimizing risk of loss;
Review and submit accurate and timely cash requests;
Ensure timely reporting/invoicing and collection of receivables; and
Manage bank account balances to minimize foreign exchange volatility on cash held for programmes and operations.
Training and Team Management
Supporting, as necessary, member National Society capacity building and development in matters of expertise (i.e. accounting, financial reporting and financial management).
Provide/coordinate training on financial management matters for various stakeholders as requested/required;
This position reports directly to the Norwegian Red Cross Regional Representative in MENA and technically to the Regional Finance Officer
