Human Resource Officer

Organizational context (where the job is located in the Organization) The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world's largest humanitarian network, reaching 150 million people each year through its 188 member National Societies. With respect to Human Resources, this is implemented by the Regional HR Unit. The Human Resource officer is part of the HR Unit and reports to the Regional HR Manager. Job purpose The Human Resources officer is responsible for providing specific administrative and technical human resource support to IFRC staff in MENA and nationally recruited staff, especially in Emergency Operations in accordance with the overall Federation Global HR approach.  Job duties and responsibilities A. International staff Human Resources Management Support the effective management of international staff in cooperation with the Heads of countries , clusters, Operation Coordinators ensuring that response personnel are deployed as quickly as possible and rules, regulations, procedures, and processes for this staff category are clearly outlined and are in line with legal requirements, procedures, and policy. B. Recruitment, Selection & Placement of all national staff  lead recruitment, selection, and placement process of staff (job advertisement, interviews and assessment, reference check, selection, job offer) for nationally recruited staff for IFRC and Partnering National Societies. Support adherence to the Federation's principles and processes, liaise with Partnering National Societies for contracting and funding of sponsored candidates as appropriate.  Brief national staff for start of employment. C. Systems, Processes & Procedures Maintain the HR systems (online) and processes, ensuring they operate economically, efficiently and effectively in support of the business objectives and ensure alignment with International Federation guidelines and policies and compliance with procedures, systems, and processes. Maintain the monthly payroll and the NSSF contributions  D. Training and Learning  Promote and stimulate the use of the IFRC Learning platform among staff. Contribute to the development of new e-learning activities in the IFRC.    E. HR Administration Facilitate end of contract of employment /requests for extension and appraisals. Facilitate delegates' end of mission. Contribute to the improvement of briefing and debriefing arrangements. Execute Time Management of international staff. Contribute to the preparation of accurate and timely human resources reports.  F. Others Perform additional HR task on request of the line manager. Support the HR Regional manager in any other activities Follow the Lebanese labour law in all processes and procedures   Education   Required Preferred Relevant University Degree X   Master’s Degree in Human Resources Management   X       Experience Required  Preferred 3-5 years Human Resources Management X   3  years’ experience in workforce planning, training and developing plans, rewarding systems and labour relations X   3 years working for a humanitarian aid organization in developing country X   Experience in the RC/RC X X Familiarity with current standards and guidelines for humanitarian emergency response X   Knowledge and Skills Required  Preferred Excellent communication skills X   Good analytical skills and solution focused person X   Ability to work well in a multicultural team X   Excellent stress management skills X   High confidentiality x   SAP knowledge   x Self supporting in computers (windows, spreadsheets, word-processing, email, etc X   Languages Required  Preferred Fluently spoken and written English and Arabic X   Good command of French   X Other languages:     Competencies (to be filled in by HR)     Communication Collaboration and Team work Creativity and Innovation Building Trust
