HRD and Organizational development

The HR Specialist will advise and give technical support in all aspects of HR management and development, both on strategic and operational HR to the 17 national societies in MENA Region. The National Society Development Framework and NSD Compact are foundational to guide the approach and together in dialogue with NSs and IFRC HoDs and other Movement actors, where appropriate, will  inform the provision of HRD technical support, the HR Specialist is expected to:

  • Work with the governance and management  of NSs to assess and identify strategic and operational HR areas for strengthening
  • Formulate and align the HR objectives with NS strategic plans and provide pragmatic solutions to HR management and development issues.
  • Support NS leadership with planning and implementing organisational HR changes and HR transitions
  • Assist NSs in developing and implementing HR plan of action and offer coaching and advice in the process
  • Support NSs to strengthen the organisational function of their HR management and advise NSs on developing and implementing HR policies and procedures when it comes to all elements of HR management and development.
  • Undertake focused missions to NS to offer strategic on-site support needed to implement their pending HR recommendations in a structured and multi-stakeholder coordinated manner
  • Cooperate with the MENA PGI Senior Officer in interlinking aspects of HRD and Gender , Diversity and Inclusion agenda
  • Coordinate and align support to NS with the extended NSD team in MENA RO and the NSD focal points in the delegations

Readiness and capacity to mobilize and manage HR in domestic Emergencies.

  • To support NS capacity to mobilize and manage HR in domestic emergencies the HR Specialist is expected to:
  • To advise and support NS in having strategic HR policies and operational structure, mechanisms, procedures, and regulations to effectively mobilize and manage HR during an emergency
  • To finalize and disseminate tool for NS to assess their readiness and capacity to mobilize HR in domestic emergency

Peer-to-peer support:

HR Specialist is expected to facilitate peer-to-peer support between NS and HR practitioners by:

  • Facilitate the formation of HR Practitioners’ Community and ensure its activity by providing information and support to its members
  • Facilitate that NS learn from other NS and link them to various knowledge sharing opportunities available within and outside the Movement
  • Establish peer mechanisms and engagement opportunities by connectingNSs to one another on specific HR challenges
  • Organize HR Webinars in partnership with the IFRC HR focal points and the NS HR practitioners

Sharing and documenting learnings:

  • To document learnings and make them available the HR Specialist is expected to:
  • Collect and maintain HRD library that is meant to capture examples and good HR practices within the movement
  • Gather and share lessons learned and stakeholder feedback to the AP Regional Office HR, OD units and HR focal points in CO/CCST
  • Sharing learnings and best practices with IFRC HR focal points in CO/CCST with the aim to build their capacity to support and advice NS on HRM and HRD challenges
  • To share findings, gabs and learnings with movement partners (IFRC, ICRC, PNS) with the aim to harmonize approaches on HR management when working with the NS

IFRC Regional HRD Support

  • To ensure efficient HRM function within the Federation the HR Specialist is expected to:
  • Lead and support HR initiatives and projects in MENA RO office and across the MENA Region
  • Support and lead HR strategic processes and projects
  • HR technical lead on HR in Emergencies
  • Support the MENA HR Unit and delegations as needed in various areas of HRM
  • Contribute in developing the HRM functions in MENA

Effective matrix management

  • Ensure effective coordination with Regional office’s technical units and HR focal points to be involved in performing afore-mentioned tasks;
  • Ensure effective coordination with focal points from country and cluster delegations, and Geneva HR focal points to be involved in performing afore-mentioned tasks.

Duties applicable to all staff
1. Actively work towards the achievement of the Federation Secretariat’s goals
2. Abide by and work in accordance with the Red Cross and Red Crescent principles
3. Perform any other work related duties and responsibilities that may be assigned by the line manager

 

Education

  • Bachelor's degree in Human Resources Development and Management or related field - required 
  • IMPACT training or equivalent experience - required 

Experience

  • A minimum 5 years of experience in HRM/HRD/training
  • Proven ability to transfer knowledge about HR development principles and approaches
  • Experience working in a Red Cross or Red Crescent National Society and/or IFRC or ICRC
  • Experience in facilitating and supporting management/HR/admin personnel in HR related matters
  • A minimum of 3 years’ experience in coaching, institutional capacity strengthening and staff development
  • Experience of Organisational change management and supporting/ accompanying local and national organisations in change processes
