Information Management Officer

Job purpose

The International Federation of Red Cross and Red Crescent Societies "Strategy 2020" recognises the changing demography of the world, the increasing impact of climate change, unplanned urbanization, high levels of violence in society, involuntary migration pressures, new and emerging diseases, environmental degradation and the insecurity of access to water, food and natural resources as underlying causes of vulnerability. These trends are likely to result in different patterns of vulnerability as they interact in the future. Furthermore, an already emerging pattern of increased small to medium scale disasters will require realignment of preparedness, response and recovery capacities of the International Federation of Red Cross and Red Crescent Societies.

In order to meet these challenges Strategy 2020 has three strategic aims, to:

Aim 1- Save lives, protect livelihoods and prepare for and recover from disasters and crises

Aim 2- Enable safer and healthy living

Aim 3- Promote social inclusion and culture of non-violence

To achieve these ambitious aims the International Federation is seeking to build strong National Red Cross and Red Crescent Societies and able to meet the increasing humanitarian need by supporting the implementation of the Region's Disaster Management (Disaster Preparedness/Response/Recovery/Risk Reduction including Climate Change and Food Security/livelihood) strategic plan/framework and lead the co-ordination of Federation support to emergency operations within the Region.

The IM Officer will support the DCPRR members to achieve that under the framework of annual plan.

 

Job duties and responsibilities

1- Coordination and support

  • Support IFRC as well as partner organizations in managing and collating all information in relation to a large variety of activities carried out by the DCPRR and other technical units.
  • Support DCPRR and other technical unit members to compile lessons learnt and good practices to inform future planning, programming and implementation, ensuring they are shared within the Region as well as with the relevant departments in Geneva
  • Establish and maintain information networks among RCRC Movement partners facilitate humanitarian information exchange and the promotion of data and information sharing protocols.
  • Provide connections within the IM network that may be useful to the Go Project.

2- Information management technical products

  • Support strategic and operational decision making by processing and analysing data and information and presenting it in the format most useful for analysis (e.g. reports, maps).
  • Analyse regional data, identify and address information management gaps, and facilitate information sharing between countries in the region, including through the regional web portal.
  • Assist technical staff in the development of databases and other applications to support the collection and processing of context specific data (e.g.: affected population, displaced populations, demographic and vulnerability data, results of common rapid needs assessment etc.).
  • Further develop the IFRC GO Platform for MENA and develop dashboards as requested by the IFRC Regional, Cluster and Country Offices. Particular attention should be put on creating space for MENA National Societies’ input.
  • Help maintain existing data processes
  • Develop new data products in and for GO
  • Identify and track the enhancements and needs for GO and related final products.
  • Technical support for Operations Room and Joint Task Force activation.

3- Support the DCPRR unit’s administrative work

  • Provide professional administrative support to the DCPRR Unit’s work including but not limited to:
    • Maintain an electronic and hard copy filing system
    • Schedule and coordinate DCPRR meetings, appointments and travel arrangements.
    • Develop a DCPRR database (and roster) for trained surge capacities in MENA.

4- Support DCPRR unit IM event organization and management

  • Provide all required administrative support to DCPRR Unit IM events including coordination of venue, participant travel arrangements, preparing materials, event coordination and management

In good mental & physical health – Required

Basic Delegates Training Course and/or in-depth knowledge of the Red Cross Movement – Preferred

Professional qualification in humanitarian aid and development or related experiences. University degree – Required

Experience of working for the Red Cross/Red Crescent - Preferred

Minimum of 2 years of experience of working for a humanitarian organisation – Preferred

Minimum of 3 years of progressively responsible work experience in information management or technology – Required

Fluent in English – Required

Fluent in Arabic – Required

Fluent in French – Preferred

Skills in training and facilitating learning events – Required

Good project management skills – Required

Ability to work in a cross-cultural and cross-functional environment – Required

Strong interpersonal skills and communication skills – Required

Strong organisational and administrative skills – Required

Ability to work to tight deadlines and handle multiple tasks – Required

Self-supporting in computers (Windows, spreadsheets, word processing) – Required
