Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality. The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services. IFRC has been actively responding to the outbreak by focusing on both preparedness and response. The IFRC has launched a global appeal that focuses on preparedness and response across all regions. Lebanon is in the midst of three mega-crises: the economic crisis; the COVID-19 pandemic; and the aftermath of the Port of Beirut explosion. The crippling economic crisis starting in October 2019 has greatly constrained the health system's ability to provide accessible and affordable health services. The August 2020 Port of Beirut explosion damaged 292 health facilities and significantly reduced access to care, especially for the vulnerable. The Government of Lebanon (GOL) with the support of the World Bank (WB) and other partners has lunch a national COVID-19 vaccine campaign, seeking to vaccinate 80 percent of the total population by the end of 2022. The NDVP covers the vaccination of both citizens and non-citizens, regardless of their status as long as residing on the Lebanese territory. In line with the WHO Strategic Advisory Group of Experts on Immunization (SAGE) Allocation Framework, Lebanon NDVP prioritizes high risk populations through 4 phase approach. In collaboration between World back and IFRC , IFRC Lebanon will lead on Third-Party Monitoring (TPM) to assure all the elements of COVID-19 vaccination, including but not limited to storage, stock and temperature maintenance across the supply chain, service delivery at vaccination sites, eligibility of vaccine recipients and capturing client perspectives and feedback.

Job Purpose

The Monitoring, Evaluation & Data Specialist is expected to support ensuring the timely and quality development and implementation of data collection, analysis and reporting activities and providing the right technical support to the IFRC staff recruited in the Lebanon Delegation, in support to the Third Party Monitoring (TPM) and in accordance with the overall Federation Global PMER standards.

Job Duties and Responsibilities

  • Support the timely completion of all program monitoring, verifications and reporting in compliance with the project’s quality control protocols;
  • Support the program teams in the roll-out of databases and data management processes;
  • Suggest and implement improvements to Data Management processes in order to increase accuracy and/or simplify/streamline activities;
  • Manage field monitors planning, implementation and reporting of spot-checks and re-interviews as part of quality control on data collection;
  • Contribute to spot-checks and re-interviews in the field in conjunction with the Field Monitors;
  • Support in developing geographic information and spatial analysis products and visuals (using GIS, PowerBI, Adobe Illustrator);
  • Ensure data confidentiality and protection according to IFRC Data protection policy;
  • Participate in the training and coaching of Field Supervisors, team leaders and monitors on tools/protocols and MVR processes on an ongoing basis;
  • Support in testing of all new tools within the mobile data collection platforms;
  • Provide technical support to the field monitors on the use of mobile data collection;
  • Any other duties as assigned from time to time by line manager.

  • Abide by and work in accordance with the Red Cross and Red Crescent principles
  • Perform any other work related duties and responsibilities that may be assigned by the line manager

Education

  • Bachelor’s degree in statistics, data engineering, social sciences, health or related field - Required
  • Further training in PMER or related area - Preferred

Experience

  • 3 years of relevant work experience - Required
  • Prior experience in managing and analyzing real-time data related to public health programs - Required
  • Hands-on experience in writing qualitative and quantitative reports, and communicating complex programmatic information in reader-friendly formats and styles - Required
  • Proven strong coaching and capacity building skills - Required
  • Experience in monitoring immunization programs - Preferred

Knowledge, skills and languages

  • Demonstrated knowledge in building data and information management system - Required
  • Experience managing field-based staff - Preferred
  • High level of initiative to innovate and lead in remote and resource-limited settings - Required
  • Proven analytical and research skills, including writing high-quality research reports and disseminating results to various stakeholders- Required
  • Strong interpersonal, cultural sensitivity and communication skills with Strict attention to detail - Required
  • Fluently spoken and written English and Arabic - Required
  • Good command of another IFRC official language (French) - Preferred
  • Knowledge and commitment to Red Cross Red Crescent Fundamental Principles, and ability to model those Principles in relationships with colleagues and partners and translate them to development practice -Preferred
  • Basic understanding of legal framework of humanitarian operations, as well as gender, protection, social or human vulnerability issues -Preferred
