MS ACCESS DATABASE CONSULTANCY Terms of reference for consultancy Alignment to the IFRC’s objectives and strategy Strategy 2020, the overall strategic framework of the International Federation of Red Cross and Red Crescent Societies identified three strategic aims:   Save lives, protect livelihoods, and strengthen recovery from disasters and crises Enable healthy and safe living Promote social inclusion and a culture of non-violence and peace.   The consultancy shall address strategic aim one by emphasizing to: Enable IFRC to better monitor and report on implemented activities, in terms of relief distribution, provision of health services, logistics, funding, pledges and the activities of all the partners and host national societies in order to create reports, maps and visuals to contribute to informed decision making. Provide timely and pertinent information and analysis to inform all stakeholders at all levels and within different business groups and all active national societies. Contributing to bridging the digital divide and to develop modern tools to be used by IFRC and member NSs.    Project objectives  The consultancy requires to: Develop MS Access databases on behalf of IFRC MENA zone including user-friendly menu access and reports to support Zone wide information co-ordination. Core databases include:   Syria crisis implementation of activities concerning Relief distribution, Health  services (form and database) Support to project management and technical colleagues related to follow-up and monitor logistics, funding for different sectors of the emergency appeals, and pledge management Who, does What Where and When database (RC/RC, sectors, areas of activities etc.) Integrate database updating and reporting forms, and Link data bases to geo spatial infrastructure in Arc GIS Contact database Baseline database (for Arc GIS) Assist in trouble shooting as required and if needed    Desired outcomes  It is expected that, as a result of the consultancy services, standardized database systems will be put in place. Therefore, the consultancy service is expected to deliver the below outcomes: All databases created and tested for any bugs Design, tables, queries and reports mainstreamed and working Databases connected to ArcGIS for maps Handover of skills, guidelines and technical documents to staff who would manage the systems   Consultancy outputs To achieve the desired outcome, the consultant is expected to deliver the following outputs:   (1)   Baseline study The consultancy services will include conducting a baseline study of the IFRC MENA zone’s data with the support of the DM Information Delegate, DM officer and Syria Reporting Delegate to identify the key features of all the databases.   (2)   Technical The consultancy services will include compiling all the data (already available in different excel sheets) and create databases once s/he has an understanding of what is required. All the databases should be user-friendly and simplified.   (3)   Technical support The consultancy services will include working on guidelines, transfer skills and technical documents to DM Information Delegate, DM officer, Reporting Delegate and IT Officer for updating and managing the databases.   Method of delivery and reasons for selecting that method The consultant company will work in MS Access for all the databases.   Support to be provided to the consultant The project team will have initial meetings with the consultant company for the creation of the databases and to understand what exactly is required. There would also be constant support and supervision during the whole process.   Management of consultancy   Under the direct supervision of the DM Information Delegate with overall direction of the DM Coordinator and working as an integral part of the organization’s team, IFRC Middle East and North Africa Zone.   Notes Communications will be in English and the Databases will be in English. The consulting company will be contracted by the IFRC and the standard contractual terms will apply. All products produced under this project will be considered as IFRC assets and cannot be used by the consulting company for other purposes. Expertise in Database development Programming and practical knowledge and experience of database development and management in MS Access Experience GIS would be desirable (ArcGIS 10 and above) Programming knowledge of HTML and other web based skills would be desirable Strong background in skills-transfer
