Regional Cash and Voucher Assistance Preparedness Officer

Job Purpose

As part of the MENA DCC Unit and under the overall guidance and leadership of the Regional CVA Coordinator, the Regional CVA Preparedness Officer will be responsible to provide technical support to National Societies (at least 4 selected National Societies) on their CVA preparedness journey with the objective to have them ready to deliver, when appropriate, CVA in a timely, accountable and effective manner at any time and at any scale.

This will ensure that CVA is routinely considered during response options analysis by those NSs, and that CVA is mainstreamed across all operations when appropriate.

Job Duties and Responsibilities

  • Provide technical support to selected National Societies to effectively plan, implement, manage and evaluate their CVA preparedness.
  • Run and/or support a self-assessment workshop with each selected National Society s to establish a CVA Preparedness Plan of Action (PoA) based on their current capacities and specificities.
  • Provide remote support towards the implementation of the PoA for each National Society.

The PoA should cover, if not already in place, the establishment of a baseline and a CVA feasibility study, a scenario development and analysis, a key stakeholder mapping (including potential Financial Service Providers (FSP)), the development and implementation of key internal and external advocacy messages, the appointment of a CVA focal point and an internal CVA working group, the development of CVA Standard Operating Procedures, the incorporation of CVA in the NS HR system, the development and implementation of a CVA communication strategy, the establishment of a CVA training plan and a CVA pilot project or simulation.

  • With the support of the Regional CVA Coordinator and the Global Cash Preparedness and Capacity Building Officer, undertake capacity building in CVA through face-to-face trainings, simulations and “learning by doing” exercises, as well as remote and face-to-face coaching. These will cover training NS staff and volunteers at national HQ and branch levels
  • In coordination with the Regional CVA Community of Practice and the MENA Cash Centre of Excellence as appropriate, identify peer-to-peer engagement opportunities across those National Societies and with the other National Societies that are implementing or planning CVA preparedness programmes.
  • Promote and provide guidance on CVA data management system (e.g.: RedRose, Kobo) and data rights/protection. Establish links between the NSs and the colleagues responsible for data management file in the Regional Office.
  • Provide technical support to the selected National Societies for the selection of FSPs, and the preparation of the documents required for the procurement and establishment of an FSP contract/framework agreement. Ensure at least one FSP Framework agreement is in place in each country, and at least 4 framework agreements are in place by the end of 2022.
  • Under the direction and guidance from the CVA Coordinator, ensure strong linkages and collaboration with the Disaster Risk Management team within the MENA DCC unit, linking the CVA preparedness with institutional preparedness efforts.
  • Support any other CVA related task requested by the line manager.

Duties applicable to all staff

  • Actively work towards the achievement of the Federation Secretariat’s goals

  • Perform any other work-related duties and responsibilities that may be assigned by the line manager

Education

  • University degree in Disaster Management / Disaster response or equivalent experience and knowledge - Required
  • Basic Delegates Training Course (BTC), WORC, IMPACT or equivalent knowledge - Preferred
  • Coordination, Assessment and Planning (CAP) training - Preferred
  • CVA related training (CaLP level 2, IFRC Level II, PECT)- Preferred

Experience

  • At least 2 years’ experience in providing CVA support in a disaster response and recovery operation - Required
  • At least three years’ experience of successfully implementing and coordinating humanitarian emergency response operations that include CVA in at least one context, preferably within the RC/RC Movement - Required
  • Experience facilitating training on CVA-related skills - Required
  • Proven capacity building experience with National Society or equivalent, delivering trainings and providing on the job training and coaching (preferable CVA and market trainings) - Required
  • Experience working for the Red Cross/Red Crescent, preferably IFRC - Preferred
  • Experience building and managing a network - Preferred
  • Experience living and working in challenging and multicultural environments - Preferred
  • Experience in project planning, monitoring and reporting - Preferred
  • Experience in proposal writing - Preferred
  • Experience of successful institutional fundraising and managing donor relations and adequate narrative and financial reporting - Preferred
  • Demonstrated experience in different aspects of CVA implementation (i.e.: assessments and market analysis, CVA feasibility, design, implementation and M&E) and in developing CVA programmes that are inclusive and gender-sensitive - Preferred

Knowledge, Skills and Language

  • Self-supporting in digital and software (including Excel, internet, email) - Required
  • Skills in developing and training staff - Required
  • Skills in negotiation and building relations - Required
  • Technical/professional knowledge within the areas of CVA in humanitarian and/or development contexts, with an emphasis on the ability to design, implement and monitor cash responses, in a variety of contexts and in an inclusive manner - Required
  • Fluently spoken and written English & Arabic 
  • Solid and tested team coordination and/or support skills - Preferred
  • Valid international driving license (Manual gears) - Preferred
