Job Duties and Responsibilities
Accounting
- Responsible for handling petty cash & preparation of cash related payment after obtaining required supporting documents, verification with approved budget and authorization signature by the relevant personnel.
- Prepare cash payment voucher and disburse cash for working advance & per diem to the requesting staff member after the approval of budget holder and Regional Senior Finance officer.
- Prepare transaction entry form for bank & cash transactions related to MENA Regional Office.
- Daily accounting for the MENA regional office in compliance with the Norwegian Red Cross Operational Manual, including the Finance and Accounting Manual (FAM) and the regulations for financial control. Scan and file accounting documentation in the accounting system.
- Ensure monthly closure of accounts within required deadlines and the preparation of the office cash request.
- Implement standardized filing and archiving system for the Region and/ country Offices while promoting adherence to the same among programme departments.
- Scanning and archiving of supporting documentation.
Payments
- Prepare cash and bank payment requests and secure appropriate approvals according to NorCross accountability. Matrix and procedures.
Reporting
- When needed, assist Regional Finance Manager in providing feedback on the tertial reports required by HQ.
Compliance and audit
- Support in the preparation of the audit working papers twice a year.
Monitoring
- Perform delegated responsibilities on all financial matters to ensure that internal control is in line and effective as required.
- Support system improvement initiatives and ensure smooth roll out in the Regional and country offices.
Modality
- Support the Regional Finance Manager in rolling out the new financial working modality within the supported NSs.
Treasury
- Support the month end petty cash & Bank reconciliation of all accounts.
- Ensure that the cash & Bank account statement are supported by a UBW print out.
General
- Assist the Regional Office in everyday finance tasks.
- Be updated on NorCross guidelines and regulations for financial management and control.
- Duty to alert Line manager or NorCross Safecall if any irregularities are discovered.
- Ensure that a rigorous internal control environment is maintained.
- Support the application of NorCross finance policies, processes, and procedures.

Education
- Relevant university degree - required
- Professional qualification in accounting or equivalent - required
Experience
- Minimum of 2 years work experience - required
- Working in the humanitarian or development sector with focus or responsibility in finance and accounting - preferred
- Management of an accounting services function - required
- Preparation for or support to external financial audit - required
- Working in RC/RC National Society or IFRC/ICRC - preferred
- Handing Petty Cash - required
Knowledge, skills and languages
- Highly organized/time management - required
- Advanced skills in computer productivity applications (Word, Excel, PowerPoint and Outlook) - required
- Advanced knowledge of accounting concepts - required
- Knowledge of International Financial Reporting Standards or equivalent - required
- Financial management skills - preferred
- Ability to effectively provide training on financial management matters - required
- Good communication skills - required
Languages
- Fluently spoken and written English - required
- Good command of another IFRC official language (French, Spanish or Arabic) - required
