Regional Finance Officer - Norcross #004

Job purpose The Finance Officer is responsible for providing technical advice to the MENA team and Country Offices in Syria, Iraq, Palestine, Turkey and Lebanon, provide accounting services, financial reporting, training and providing advice and support to relevant stakeholders within a comprehensive financial management structure.     Job duties and responsibilities   Overall responsibilities Overall responsible for the accounting (including quality assurance) of NorCross offices in Iraq, Yemen, Syria, Iraq and Turkey Quality assurance, advice and support on financial reporting from cooperation partners. Be updated on NorCross guidelines and regulations for financial management and control. Duty to alert NorCross HQ /”Whistle Blower” if any irregularities are discovered. Ensure that a rigorous internal control environment is maintained Support the application of NorCross finance policies, processes, and procedures Manage bank account balances to minimize foreign exchange volatility on cash held for programs and operations. Strategically: Cooperate with finance and admin personnel in relevant HNS and the Red Cross Red Crescent Movement. Operational tasks/responsibilities: Have control of the overall accounting tasks at the NorCross office. Communicate with finance and accounting staff at NorCross HQ. Monitor cash flow and keep regional finance manager informed on liquidity. Support the preparation of Cash Requests to NorCross HQ upon request from the NorCross Representatives and ensure that all supporting information and documents are attached. Check and process (Ibistic Sytem) that invoices are in accordance with goods/services delivered and set conditions, including invoices related to the office paid by HQ and Country Offices Prepare payments and ensure necessary signatures/approvals. Prepare Forecast IFRC Daily accounting for the NorCross Field Offices in compliance with NorCross Operational Manual (OM) including the Finance and Accounting Manual (FAM). Collect accounting documentation in Excel from other NorCross Offices accounted for at the NorCross Office (if relevant) including documentation and bank statements. Prepare advances and follow-up on advances given. Prepare monthly reconciliations of all balance accounts related to the office. Make sure that the reconciliations are checked and signed by the NorCross Representative and sent to HQ. Administer the petty cash according to NorCross procedures. Prepare for and deliver financial statements for interim and annual audit. Maintain and update the Office Specific Information form for the Office. Prepare and present monthly financial reports for the NorCross Representative/the office management. Provide input, and support to the NFO and programs budget process. Filing of accounting documents according to guidelines in the OM/FAM. Support program, interim and year-end audits including preparation of financial statements in compliance with the NorCross’ financial regulations Provide/coordinate training on financial management matters for various stakeholders as requested/required     Duties applicable to all staff 1. Actively work towards the achievement of NorCross’ goals 2. Abide by and work in accordance with the Red Cross and Red Crescent principles 3. Perform any other work related duties and responsibilities that may be assigned by the line manager   Position Requirements Education   Required Preferred Relevant university degree X   Professional qualification in accounting or equivalent X   Experience Required  Preferred Minimum of 4 years work experience X   Developing budgets,  plans and financial analysis X   Management of an accounting services function X   Preparation for, conduct of and/or support to external financial audit X   Knowledge and Skills Required  Preferred Highly organised/time management X   Advanced skills in computer productivity applications (Word, Excel, PowerPoint and Outlook) X   Advanced knowledge of accounting concepts X   Knowledge of International Financial Reporting Standards or equivalent   X Financial management skills X   Ability to effectively provide training on financial management matters X   Languages Required  Preferred Fluently spoken and written English X   Good command of Arabic x
