Job purpose:
The overall purpose of this position is to ensure that the MENA regional office offers and implement a strong technical guidance to partner National Societies Information Management capacity, while also strengthening and supporting the visualisation of results management systems and processes in NorCross.
Job duties and responsibilities:
Strategic Responsibilities:
- Strengthen humanitarian needs analysis and results focus in all projects approved and implemented with Norwegian Red Cross funding support.
- ensure adherence to relevant core work processes in the region in line with best established practices and approved results framework.
Operational responsibilities:
- Support the quarterly, yearly, and donors reporting processes in NorCross regional and country offices.
- Delivering information management services to the NorCross team in the MENA and ensuring high-quality and timely provision of data requested by the Headquarters and other stakeholders
- Upgrading the project monitoring capacities of NorCross country programme managers by promoting the concept of and the technologies required for remote monitoring
- Supporting the regional Result Based Management coordinator in facilitating PMER workshops and training for NS staff and volunteers. The focus will be on developing the data processes and MEAL tools of the National Societies
Advisory responsibilities:
- Providing direct Technical Assistance to the information management & PMER units in the National Societies by Improving the adopted methodologies and techniques used to collect, validate, analyze and report data.
- Provide technical assistance in matters pertaining to information management to National Societies staff and volunteers, based on NS strategies, priorities and needs to strengthen NSs PMER systems, structures and capacity.
- Provide direct technical support to NS partners in developing and using indicators and M&E plans, in close coordination with NorCross country managers and technical advisors.
- Provide direct technical support to NS partners in the design and use of monitoring and reporting systems and tools.
- Support the NS with data collection and analysis and using data to improve management decision making.
Collaboration responsibilities:
- Collaborates closely with Country Programme Managers and Country Programme Officers to improve project management tools and techniques
- Cooperates closely with other information Management Officers, and “Coordinator Programme Support” and “Coordinator Results, Planning and Monitoring” at the National Office.

Position Requirements:
Position Requirements
Education:
- Master’s degree (equivalent professional experience in a relevant field might be considered) in a field related to international development and/or recovery. Specific qualifications in PMER, organisational development and/or result based management preferred (Required)
Experience:
- least five years of progressive responsibility in relief and development programs, including significant time in a PMER capacity (Required)
- Formal qualifications qualitative and quantitative methodologies (Preferred)
Knowledge and Skills:
- Proven experience in applying best practices in project cycle management and the use of efficient, available technology (Required)
- Thorough understanding of and experience working with partners and willingness to facilitate capacity building of partners and engage in organisational change processes (Required)
- Thorough familiarity with principles and current approaches to planning, monitoring, evaluation and reporting of relief and development programs using both quantitative and qualitative methods (Required)
- Willingness and ability to travel frequently approximately 30 % of the time (Required)
- Good understanding of international donor expectations and result-oriented monitoring and reporting, and trends in PMER (Required)
- Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods (Required)
- Familiarity with adult learning principles/techniques and demonstrated ability to design and facilitate learning opportunities for adults (Preferred)
- Ability to engage and motivate staff in a challenging program areas and context (Preferred)
- Ability to work effectively under pressure and to organize and prioritize competing activities (Required)
- Strong computer skills (MS Word, MS Excel, MS Access, MS Power Point, MS Project, SPSS and other relevant quantitative and qualitative data analysis programs) (Required)
Languages:
- Fluency in English (spoken/written) and Arabic (Required)
