Regional results management coordinator-Norwegian Red Cross (Strong Candidate Identified)

Job purpose
The overall purpose of this position is to ensure that the MENA regional office offers and implement strong technical guidance to partner National Societies PMER capacity, while also strengthening and supporting the results management systems and processes in NorCross and support and quality assures programme design monitoring and reporting.

Job duties and responsibilities
 

Strategic Responsibilities:

  • Strengthen humanitarian needs analysis and results focus in all projects approved and implemented with Norwegian Red Cross funding support.
  • ensure adherence to relevant core work processes in the region in line with best-established practices and approved results framework. 

 

Operational responsibilities:

 

  • Promote accountability towards internal and external stakeholders by encouraging NS on adopting clear standards, processes and frameworks to enhance participation and ownership 
  • Provides support to NorCross country offices and relevant regional office staff to ensure best practices in project cycle management and systematic application of available technology.
  • In coordination with country offices, ensure adequate project design, base- and end-line surveys and monitoring procedures including the establishment of remote monitoring tools and processes.
  • Initiate and design tools that support NorCross impact measurement and visualisation in the region
  • With the support of the IM senior officer set up the project monitoring cycle and create tools to visualise information to support the leadership decision-making process
  • Upon request, plan and participates in project reviews, and supports the management response to the recommendations from internal reviews and external evaluations.  Quality assures documentation and reporting of results submitted by regional and country offices.
  • Ensures that the regional and country offices are updated on Norwegian Red Cross project management requirements, monitors compliance and recommends improvements
  • Design, lead and facilitate PMER training for NorCross staff, using existing movement approaches and expertise and other relevant practices and materials.

 

Advisory responsibilities:

 

  • Provide leadership, guidance and support to NS partners’ management, staff in PMER units and other program staff who are keen to develop more strategic approaches to improving PMER as part of their strategy and within their programmes/projects;
  • Provide technical assistance to partner NS staff: in recruitment processes and coaching of PMER and programme staff in PMER related matters. 
  • Provide technical assistance in matters pertaining to PMER to National Societies staff and volunteers, based on NS strategies, priorities and needs to strengthen NSs PMER systems, structures and capacity.
  • Provide hands-on technical assistance to NS staff in designing, monitoring, evaluating and reporting for both publicly and privately funded programmes and projects. Ensure that such project related support, will contribute to or have a positive effect on building the NSs PMER systems and capacity.  
  • Provide direct technical support to NS partners in developing and using indicators and M&E plans, in close coordination with NorCross country managers and technical advisors.
  • Support NSs PMER and program staff with the design and implementation of sound baseline and end-line assessments, including the use of participatory qualitative and quantitative methods, e.g. Vulnerability Capacity Assessments (VCA), stakeholder analysis and base- and end line surveys, in close cooperation with the NorCross Country Managers, technical advisors and NorCross (HQ based) PMER team.
  • Provide direct technical support to NS partners in the design and use of monitoring and reporting systems and tools.
  • Support the NS with data collection and analysis and using data to improve management decision making.
  • Provide technical support to NSs with the design, implementation and follow up of mid-term reviews, evaluations and the organisation of learning events.
  • Support country managers in donor application and reporting processes, including quality assuring indicator data

Collaboration responsibilities:

                   Develop good working relations with relevant staff in partner NSs to enable prioritization and the use of consistent PMER systems and structures in the NS as part of National Society Development and result based management

  • Develop good working relations with relevant NorCross staff in the regions and countries and at NorCross headquarters to enable the use and prioritization of PMER and strengthen results-based management. 
  • Contribute actively to regional Red Cross/Red Crescent movement cooperation in PMER, among others through coordination with IFRC/ICRC and other partners, participation in relevant PMER networks, promoting horizontal cooperation and joint initiatives.
  • Contribute actively to the NorCross PMER network and work closely together with the HQ based PMER team to improve Norcross PMER approaches and tools. Participate in relevant PMER initiatives with other organisations, research institutes etc. to exchange knowledge and experiences, increase learning and promote evidence-based PMER approaches and tools.
     

    Knowledge and Skills

    Thorough understanding of and experience working with partners and willingness to facilitate capacity building of partners and engage in organisational change processes.

    Thorough familiarity with principles and current approaches to planning, monitoring, evaluation and reporting of relief and development programs using both quantitative and qualitative methods;

    Willingness and ability to travel frequently approximately 30 % of the time.

    Good understanding of international donor expectations and result-oriented monitoring and reporting, and trends in PMER

    Ability to engage and motivate staff in a challenging program areas and context

    Ability to work effectively under pressure and to organize and prioritize competing activities
