Resource Mobilization Officer/ Grants Management

Job description    The Resource Mobilisation Officer supports the Senior Resource Mobilisation Officer in implementing the MENA Zone Resource Mobilisation (RM) Plan and ensuring that various donor stewardship activities are undertaken in a timely way. As a member of the Zone team, the Resource Mobilisation Officer works within agreed strategic priorities, supporting efforts to identify and maximise RM opportunities for Secretariat and National Society activities in MENA and, in the case of disasters, to serve as a member of MENA Zone Office task forces as requested.   Description of Duties: As part of the implementation of the Federation Wide Resource Mobilisation Strategy, to support the Senior Resource Mobilisation Officer to implement the existing RM Plan for MENA Zone. In doing so, the RM Officer’s duties fall into two priority categories – 1.) Donor Stewardship & Tracking of Secretariat Funding; 2.) Knowledge Management for RM opportunities for National Societies and IFRC secretariat programmes and emergency operations.        I.            Donor Stewardship & Tracking of Funding for Secretariat Plans and Appeals:  -          Donor Stewardship: To support the Senior Resource Mobilisation Officer in ensuring that various donor stewardship activities are undertaken in a timely way, including: (1) Pledge management: working with zone, regional/country offices to ensure efficient processing of all pledges for all appeals/plans, according to established guidelines; This includes: following up with partners to materialize soft pledges, pledge validation and registration. (2) Grant management: working with the Senior Resource Mobilisation Officer and Strategic Partnerships and International Relations colleagues in Geneva, as well as colleagues from the zone, regional/country offices, to ensure that all funding grants received through the IFRC Secretariat are well-managed, that proposals meet donor criteria and standards, and that guidelines/procedures are followed, including clear monitoring mechanisms; -          Funding plans: Work with the Senior Resource Mobilisation Officer, units in the zone office, regional and country offices, and Strategic Partnerships and International Relations colleagues in Geneva to regularly update and circulate funding plans and donor mapping tools for all IFRC emergency appeals and Development Operational Plans. -          Funding situation:  Contribute in identifying gaps in funding and determine funding priorities in order to ensure good coverage of all appeals/plans by working with units in the zone office, and regional and country offices to establish tracking sheets to track all incoming funding and by working closely with the MENA Zone Finance Department to maintain an overview of the funding situation of all current Development Operational Plans and emergency appeals in MENA zone, and in identifying long term funding requirements at the zone, country and regional offices. -          Emergency appeals: In the emergency appeals, to join efforts with the Resource Mobilization Focal points at country level and Senior Resource Mobilisation Officer, by following up with partners on soft pledges and regularly following-up with and sharing updates on RM with colleagues in the Zone or respective regional/country offices; to maintain a tracking system for all pledges of funding (referred to above under “funding plans”); and attend and contribute to zone task forces/meetings convened for emergency appeals. (3) Donor reporting: working with the Senior Resource Mobilisation Officer, zone PMER colleagues, and regional and country offices, to maintain a tracking system to ensure that all reporting deadlines are met, to ensure that all donor reports (standard reports and pledge based reports) are prepared to quality standards, and to ensure that there is compliance with agreed donor conditions and requirements. (4) Proposals: To support the Senior Resource Mobilisation Officer, zone PMER colleagues, and regional and country offices on developing Concept Notes and Proposals requesting funding from partners including ECHO, DEVCO, etc..     II.            Knowledge management:   -          Together with the Senior Resource Mobilisation Officer, collect information, data, market research, and analysis of donor trends in MENA Zone, including current and potential new sources of funding, providing this input into a centrally coordinated RM knowledge management system., contributing to global RM information sharing. This process may include meeting with donors and partners to gather information on their priorities, however such meetings must be accompanied with the Senior Resource Mobilisation Officer and relevant colleagues; -          To Contribute with the Senior Resource Mobilisation Officer in developing a Donor Outreach Plan using the information collected from the market research mentioned above.   Duties applicable to all staff: Actively work towards the achievement of the Secretariat's goals. Able to travel regularly. Abide by and work in accordance with the Red Cross Red Crescent principles. Perform any other work related duties and responsibilities that may be assigned by the line manager. Required Qualifications Education: Relevant university degree in International Relations, Grants Management, Humanitarian Affairs, Business Studies, or Finance.  Required. Relevant post studies or MBA. Preferred. Experience: Relevant experience of working in Resource Mobilization.  Preferred. Experience in working in a team, in multicultural environment and to produce results.  Required. Experience in distance working and efficient coordination. Required. Professional experience in a National Society / Red Cross Red Crescent Movement.  Preferred. Skills: Self-supporting in computers (Windows, spreadsheets, word-processing).  Required. Diplomacy skills.  Required. Strong communication skills.  Required. Languages: Fluent in English and Arabic.  Required.
