Senior Information Management Officer

Job Purpose

As part of the Programme Quality and Monitoring (PQM) unit and under the guidance of the Head Programme Quality and Monitoring MENA, the Senior Information Management (IM) Officer is responsible for leading the Information Management profile of the MENA Region supporting all IFRC Country and Cluster Delegations, MENA National Societies and Movement partners in the Region.

S/he leads the coordination and streamlining of Information Management within the emergency operations and thematic programmes. The senior officer will be responsible for ensuring relevant, timely and accurate Information Management products, processes, systems and tools are used in a coordinated manner for decision making. S/he will coordinate with all NS partners and external stakeholders, to avoid duplication and ensure synergies. The senior officer will be responsible in supporting the National Society in regard to Information Management capacity strengthening and development including peer-to-peer support and cross-fertilisation.

Since the GO Platform is becoming a key asset for National Societies to host preparedness and operational information products (dashboards, maps, situation reports, activities), the Senior IM Officer will advocate the use and support the GO Platform.

The Senior IM Officer will maintain critical databases related to emergency operations and regional programs and other information products that require updates with a defined frequency.

The Senior IM Officer will ensure that analytical frameworks and analysis plans are implemented throughout the operations and in support to IFRC sectors. The Senior IM Officer will be responsible for implementing innovative approaches and solutions to qualitative and quantitative analysis including analytical products and dashboards.

Job Duties and Responsibilities

  • Lead and manage the regional information management team including a data visualization officer and data analyst (to be recruited) to coordinate all information functions and support national societies.
  • Support capacity building of information management team to enhance their technical abilities and interpersonal skills
  • Support MENA Regional Delegation Programme Quality and Monitoring Unit in coordinating information management responsibilities across all thematic areas including on migration, health and care, gender, inclusion, national society development, PMER, risk, disaster risk reduction, climate change, knowledge management and research.
  • Liaise and coordinate with the IFRC Headquarters information management team in Geneva and all other Regional Delegations.
  • Facilitate Information Management trainings in line with the global surge Information Management (HIAC, MDC, ENAP)- both online and on-site trainings
  • Provide direct technical assistance to the information management National Societies by improving the adopted methodologies and techniques used to collect, validate, analyze, and report data.
  • Provide technical assistance in matters pertaining to Information Management to National Societies staff and volunteers, based on NS strategies, priorities, and needs to strengthen NSs Information management systems, structures, and capacity.
  • Establish and maintain information networks among RCRC Movement partners facilitate humanitarian information exchange and the promotion of data and information sharing protocols.
  • Work interactively with PMER and the Risk Management teams under the Programme Quality and Monitoring Unit to ensure quality information products are developed.
  • Lead the coordination and the management of all regional created dashboard including the Membership Coordination dashboard, finance dashboard, human resources dashboard, DCC dashboard, COVID-19 dashboard.
  • Lead the GO Project in the MENA region, manage the regional page, disseminated GO Platform and its new features in the region, and reach out to NSs to use GO Platform as IFRC common reporting tool including (Filed reports, 3Ws, and financial reports)
  • Provide direct technical support to NS in the design and use of Information management systems and tools and guide them to produce visuals and information products.
  • Develop static and interactive Information Management products that reflect the coordination membership and the different activities from Partner National Societies in the region.
  • Initiate capacity-building activities for National Societies to grow the IM component and visuals in the region.
  • Support the different units at the RO with information management requests and develop clear Information products and visuals that can support decision making.
  • Support NSs in secondary data review and scenario development exercises.
  • Support the NS with data collection and analysis and using data to improve management decision-making.
  • Support strategic and operational decision-making by processing and analyzing data and information and presenting it in the format most useful for analysis (e.g., visuals, dashboards, maps).
  • Work closely with the MENA NS to provide IM solutions as per their request and after discussing with them their needs.
  • Work together with the Surge Information Management Service to support Information management during emergencies.
  • Collaborates closely with National Societies and Information Management focal points to improve the information management tools and techniques 
  • Cooperates closely with other Information Management focal points at National Societies and discusses potential areas of support and needs in terms of IM.
  • Travel to country offices to provide surge support and monitoring across the areas of programs, grants, and partnerships, including for gap-filling purposes as requested.
  • High travel component:  25% within the region and to global meetings
  • As a staff in the regional office, you may be required by your line manager to travel
  • Regular travel may be required.

Education

  • Relevant university degree or higher education, preferably in management, social sciences or international development or demonstrated equivalent experience - Required.
  • Basic Delegate Training Course or IMPACT. FACT, ERU or RDRT Training or equivalent experience - Preferred.
  • IFRC Humanitarian Information Analysis Course (HIAC) or relevant Inter Agency analysis related training - Preferred.

Experience

  • At least 5 (five) years of experience in humanitarian emergencies with increasing levels of management responsibility - Required.
  • At least 1 (one) year of experience of working for the Red Cross Red Crescent Movement - Preferred.
  • Minimum of 3 years of progressively responsible work experience in information management or technology - Required.
  • Experience in undertaking and managing humanitarian information and data in operations - Preferred.
  • Experience in managing, training, mentoring and supporting staff or volunteers - Preferred.

Knowledge, Skills and Language

  • Ability to analyze the overall humanitarian situation, develop programme strategy and project concepts - Preferred.
  • Basic understanding of social statistics - Required.
  • High level of familiarity with IFRC IM standards, tools and processes - Required.
  • Proven Information Management and data skills in the areas of mobile data collection, data visualization, including mapping and M&E - Required.
  • Demonstrated familiarity in using KoBo / Open Data Kit, QGIS, ESRI, Power BI and Illustrator - Required.
  • Strong interpersonal skills and communication skills - Preferred.
  • Ability to work in a cross-cultural and cross-functional environment - Preferred.
  • Ability to work to tight deadlines and handle multiple tasks - Preferred.
  • Self-supporting in computers (Windows, spreadsheets, word processing) - Required.
  • Ability and willingness to travel and stay in basic conditions - Required.
  • Ability to travel up to 25% of her/his time, including travel to potentially adverse conditions and/or disaster zones - Required.
  • Must be able and willing to travel to all MENA countries - Required.
  • Fluent in English - Required.
  • Good command of another IFRC official language (French or Arabic) - Required.
