Purpose of Position
Facilitating the roll out and implementation of Strategy 2020, the Federation Secretariat structures and capacities in each Zone are expected to provide comprehensive and effective support to the National Societies building up their capacities in terms of organization and operations. Enhancing performance and accountability is a key area of focus in facilitating strong NS development with sound institutional and operational capacities to do more, do better and reach further in response to the changing needs and increasing humanitarian imperatives.
The Senior PMER Officer will be responsible for engaging and supporting all relevant stakeholders, particularly the national societies, to strengthen the culture of performance and accountability at all levels
Description of main roles and responsibilities
Support national societies and Federation Representations in the implementation of existing planning systems and mechanisms ensuring ongoing monitoring, tracking and reporting of progress and challenges in accordance with common performance indicators and quality standards in line with Strategy 2020 of the Federation.
Analyze and monitor the external context and identify critical needs to be addressed in planning, monitoring, evaluation and reporting within the RC/RC context.
Provide technical advice and capacity-building support to national societies in the zone to prepare strategic and programme plans and appeals and to implement appropriate performance measurement, tracking and reporting systems.
Support the development and implementation of effective monitoring and evaluation plans for all major programmes supported by the Federation.
Ensure adequate follow-up and utilisation of findings and lessons learnt emerging from reviews and evaluations
Identify and ensure appropriate follow-up of any issues affecting performance and accountability in programming.
Monitor deadlines and ensure quality and compliance with Federation reporting formats and time lines; ensure effective and efficient Web administration (posting of reports on time)
Working with programme managers and Federation Representatives, facilitate effective planning and management of annual appeals, long term plans and emergency appeals
Participate in task forces dealing with regular and or emergency appeals and assist in the preparations of the necessary plans
Focus on capacity building by training of staff and volunteers to develop a reliable and sustainable network of reporting skills across the region within the Federation and the national societies; provide expertise and strategic advice to strengthen the network though training and knowledge sharing
Work effectively together with the regional network and the global PMER team
Support recruitment, development and evaluation of reporting officers; provide line management for PMER staff and direct reports.
Ensure that all planning, budgeting, monitoring and reporting in the zone office, and, where appropriate, in NS, is carried out in a timely and appropriate manner in accordance with Federation requirements, formats and standards.
Mentor and coach NS counterparts and delegates in order to ensure quality and coherence in PMER support.

Required Qualifications
Education:
Required:
University Degree in relevant social science discipline (planning, management)
Relevant professional training courses
Preferred:
Post-graduate degree in relevant fields related to planning and management, monitoring/evaluation
Experience:
Required:
Minimum of seven years experience working preferably with international organizations (in areas related to planning and management, monitoring and evaluation )
Minimum of three years work experience within RC/RC Movement, including time in the field and/or with a National Society or relevant work experience with other international organisations, large NGOs and/or governmental development agencies.
Skills:
Required:
Report writing and analytical skills and ability to write effectively
Strong knowledge of information sharing tools, and the ability to implement them.
Capacity and experience in providing effective training on PMER
Interpersonal communication and willingness to learn and enhance knowledge and skills
Experience in budgeting and financial management.
Demonstrated skill in analytical and strategic thinking.
Interest and experience in working in a team including National Society staff and volunteers
Sound knowledge of Microsoft Office applications.
Preferred:
Effective writing and analytical skills with a capacity to train others and transfer skills
Languages:
Strong skills in written and oral English and Arabic
