To meet the above-mentioned mission and to achieve Strategy 2020 ultimate goal of “Saving lives, changing minds”, the Senior Operations Officer will ensure timely and appropriate support to emergency operations within the MENA region.The Senior Operations Officer will support National Societies, Country cluster and Country offices in planning, setting up, monitoring and reporting on emergency operations (national, DREF and Appeals) within the MENA region.Due to current and anticipated operational needs, this role is expected to be highly operational and will require frequent deployment (up to 50%) in support of IFRC and Movement operations.
Job duties and responsibilities
With support of the IFRC regional structure and MENA National Societies and in collaboration with the Regional Disaster Management and Institutional Preparedness Coordinator, develop and maintain, a 24/7 disaster monitoring capability, covering both rapid- and slow-onset disasters, emergencies and crises
Support National Societies, Country cluster and Country offices in planning, setting up and implementation of disaster, emergency and crisis response operations in line with SPHERE standards and RCRC Movement policies and strategies
In coordination with the Regional Disaster Management and Institutional Preparedness Coordinator and in collaboration with the Senior Knowledge & Network Management Officer responsible for the development, implementation and reporting on DREF and Emergency Appeal operations
In collaboration with the Senior Knowledge & Network Management Officer responsible for the development and compilation of all needed reports in relation to IFRC MENA emergency and crisis response operations
In coordination with the Regional Disaster Management and Institutional Preparedness Coordinator, mobilise and coordinate external support requested by Country cluster and Country offices
Assist the Regional Disaster Management and Institutional Preparedness Coordinator in developing disaster response standard operating procedures (SOPs) for the MENA region and in collaboration with the Program Manager MENA Regional Procurement, Logistics and Supply Chain Excellence develop pre-disaster agreements with National Societies
Ensure close contact with operational managers at Country cluster and Country office level and ensure that response modality and service delivery plans are coordinated with National Societies
Ensure that the mandate, roles and capacities of National Societies are recognised and used effectively in the IFRC emergency response
Ensure effective coordination, collaboration and communication with partner National Societies in the IFRC emergency response
Ensure the efficient and effective use of regional and national expertise and capacities in disaster response, including RDRTs, NDRTs and BDRTs
Advise operational managers at Country cluster and Country office level on programmatic aspects of the transition from relief to recovery, rehabilitation and reconstruction
Support the Regional Disaster Management and Institutional Preparedness Coordinator, Senior Knowledge & Network Management Officer and the Program Manager MENA Regional Procurement, Logistics and Supply Chain Excellence to organise regional and national training and other capacity building initiatives, aiming at fast and effective mobilisation of the IFRC response system and mechanism
In collaboration with the Information Management Officer, maintain rosters of response personnel in the region, including RDRTs, NDRTs and BDRTs
Ensure adequate information flow on ongoing response related activities to the Movement
Work closely with the resource mobilisation team(s) on the development of operational and response plans, including providing narrative and budget-related inputs.
