The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.
IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.
IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.
IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.
Job Purpose
To provide technical support on the CBI and its SOP's, cash operations support in developing tools/data collection.
Job Duties and Responsibilities
- Support the assessment of CVA activities and collect lessons learned from field teams to ensure that these are appropriately reflected in project and improvements on approaches.
- Lead on the delivery of technical capacity development for the project staff, including the full spectrum of humanitarian and long-term development programming.
- Conduct regular visits to the field to coordinate with field team leader and field staff, including to support technical development objectives.
- Contribute to project reporting to ensure reports to donors are of the highest quality, that there is alignment between the narrative and financial, and that they are submitted in a timely fashion.
- Analyse and provide feedback on program implementation to ensure gender equity and adequate child participation.
- support in developing tools, checklist for the data collection.
- make sure the project activities are implemented according to SOPs.

- participate in meeting with stakeholders, donors, and other relevant parties as requested.
- coordinate with other department within TPM, in planning, developing tools, and reporting.
Education
- Bachelor’s degree in economics, Social Science, or other relevant discipline from a recognized university. (master’s degree preferred) - required
- CVA related training (CaLP level 2, IFRC Level II, PECT) - preferred
Experience
- Prior experience in assessment, design, and implementation of cash transfer, and livelihood programs - required
- Minimum 5 years’ working experience in economics, development studies or other fields of social science, research, analysis and/or application of social protection - required
- Strong experience in CBI sector in Lebanon and/or MENA - preferred
- Experience facilitating training on CVA-related skills - preferred
- Demonstrated experience in different aspects of CVA implementation (i.e.: assessments and market analysis, CVA feasibility, design, implementation and M&E) and in developing CVA programmes that are inclusive and gender-sensitive - required
Knowledge, Skills and Language
- Excellent understanding of household level economics and market dynamics in Lebanon
- Strong analytical skills
- Excellent coordination and interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels.
- Excellent writing/editing and presentation/communication skills. Ability to present complex information in a succinct and compelling manner
- Ability and willingness to travel extensively to field sites and work independently
- Ability to read, analyse, interpret, and apply general technical instructions and procedures
- Demonstrated proficiency with Microsoft Word, Excel, PowerPoint, Access, and other relevant management software
Languages
- Fluently spoken and written English and Arabic
- Good command of French preferred
