Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services. The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. The IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat. IFRC has been actively responding to the outbreak by focusing on both preparedness and response. The IFRC has launched a global appeal that focuses on preparedness and response across all regions. The crippling economic crisis starting in October 2019 has greatly constrained the health system's ability to provide accessible and affordable health services. The August 2020 Port of Beirut explosion damaged 292 health facilities and significantly reduced access to care, especially for the vulnerable. The Government of Lebanon (GOL) with the support of the World Bank (WB) and other partners has lunch a national COVID-19 vaccine campaign, seeking to vaccinate 80 percent of the total population by the end of 2022. The NDVP covers the vaccination of both citizens and non-citizens, regardless of their status as long as residing on the Lebanese territory. In line with the WHO Strategic Advisory Group of Experts on Immunization (SAGE) Allocation Framework, Lebanon NDVP prioritizes high risk populations through 4 phase approach. In collaboration between World back and IFRC, IFRC Lebanon will lead on Third-Party Monitoring (TPM) to assure all the elements of COVID-19 vaccination, including but not limited to storage, stock and temperature maintenance across the supply chain, service delivery at vaccination sites, eligibility of vaccine recipients and capturing client perspectives and feedback.

Job Purpose

The Environment & Social (E&S) Specialist is responsible for monitoring the fulfilment of E&S requirements and for formulating relevant recommendations.

Job Duties and Responsibilities

Technical support, quality implementation and capacity building to Lebanon IFRC country office

  • Develop and update training guidelines and capacity building modules based on the TPM ToR and Lebanon NDVP.
  • Train the National Field Monitors on the use of agreed monitoring tools and training materials.
  • Provide technical support as needed to the TPM team to ensure quality implementation.

Monitoring, evaluation and capturing learning

  • Develop and update the monitoring tools based on the TPM ToR and Lebanon NVDP.
  • Work closely with PMER to analyze data and contribute to the daily, weekly and monthly monitoring reports.
  • Contribute to the development, design, update of monitoring app and dashboards to accurate data for effective implementation and management.
  • Data analysis and recommend appropriate actions to be followed to assure timely delivery of the ToR.
  • Develop and document good practices and lessons learned and ensure guidance note adapted to Lebanon context.

Coordination and working groups

  • Participate in the meeting with WB, joint monitoring committee (JMC), MoPH external stakeholders and internal meeting related to the project including debriefing with the Field Monitors.
  • Provides advice and support to monitor the covid-19 vaccine cold chain management in line with international regulation and Lebanon NVDP.
  • Support the performance of COVID-19 vaccination TPM Lebanon risk assessment and development of a set of risk mitigation actions plan.
  • Provide guidance to ensure the appropriate technical support to the TPM Lebanon Project.
  • Support the recruitment as needed.
  • Suggest additional next steps for the TPM monitoring.

Duties applicable to all staff

  1. Actively work towards the achievement of the Federation Secretariat’s goals.
  2. Abide by and work in accordance with the Red Cross and Red Crescent principles.
  3. Perform any other work-related duties and responsibilities that may be assigned by the line manager.

Education

  • Degree in public health or equivalent (MD, nursing, public health) - required
  • Master in public health - required

Experience

  • At least 5 years of experience implementing immunization/vaccine cold chain management programme’s at regional, global, or country level - required
  • Demonstrated experience in operationalizing health programme or in the strengthening of health systems - required
  • Prior experience in surveillance and monitoring of public health programs is a requirement. Experience in monitoring immunization programs is preferable. Minimum of 3 years of relevant work experience - required
  • Familiar with red Cross and red Crescent principles - preferred
  • Experience of managing large vaccination campaigns at global, regional or country level with demonstrated capacity to work with minimal supervision. Demonstrated prior leadership roles preferred - preferred
  • Experience in designing training plans, training tools and imparting field level training - preferred
  • Prior experience in Real Time monitoring of field-based health activities, preferably related to immunization - preferred 

Knowledge, skills and languages

  • Excellent communication, presentation, analytical, Interpersonal skills along with strong interpersonal relations and teamwork skills - required
  • Pro-active and highly organized, planning skills, Flexibility, Analytical thinking - required
  • Good working knowledge of Microsoft Office (Word, PowerPoint, and Excel) - required
  • Demonstrated capacity and experience to assess priorities and manage a variety of activities in a time-sensitive environment and meet deadlines with attention to detail and quality - required

Languages

  • Good spoken and written in Arabic and English - required
  • Good command of another IFRC official language (French) - required
