Employment Intensive Infrastructure Programme in Lebanon (EIIP) - Request for Quotation (RFQ-06-2022) - Investigative Drilling and Preparation of Design and Specification for Installation phase.

1. Introduction

The ILO is implementing the Employment Intensive Infrastructure Programme in Lebanon (EIIP Lebanon) as part of its response to the Syrian refugee crisis and the economic downturn in order to create decent jobs for vulnerable Lebanese host community members and Syrian refugees through the construction and rehabilitation of priority infrastructure. EIIP Lebanon is implemented with funding from Germany through KfW Development Bank, and in close collaboration with the Ministry of Labour the Ministry of Social Affairs and participating Municipalities.

The EIIP Lebanon Phase III included the construction of Vegetable Market in Al Qaa municipality. The ILO will now hire in its Phase IV a company to undertake an investigative drilling (ي)حف يريإستقصا  يئ survey, design and prepare tender documents for the installation of a borehole to supply the market with its needs for water.

2. Scope of the consultancy

The Contractor shall throughout the assignment coordinate closely with the municipalities and other concerned authorities, to obtain necessary licenses (which are already available with the Mayor) while keeping the ILO in the loop of all interactions. The Contractor is to include the ILO in all correspondences and meetings concerning the assignment. The specific scope of this activity consists of the following but are not limited to:

2.1 Phase 1 – Drilling a positive borehole (Investigative Drilling).  

 Phase 1 is the investigative drilling phase and should take between 10 and 15 days only.

  1. Geophysical research to determine the points of perforation in collaboration with the municipality that already have a pre-determined point. 
  2. A table showing the location name, Coordinate, distances in km from nearest boreholes in the area including coordinate and sequence in which the drilling will progress.
  3. Sketch map showing the drilling plan.
  4. Drilling depth: 140 meters and up to 180 meters if required.
  5. Drill positive boreholes including cover with tubes, cleaning and testing. If the result of drilling is negative, the borehole must be properly backfilled according to national standards.  

2.2    Phase 2 – Test and Preparation of design and specification including BoQ for installation:

After finalizing phase 1 successfully, the following tasks shall be followed immediately and should be completed within 2 weeks:

  1. Pumping test data and recovery test results. Pumping Test Details: A detailed report on the pump test, including the data of draw down with time and recover test.
  2. Completed reports (e.g., drilling, borehole development, pump tests, water quality tests, etc.) with the appropriate recommendations on how to proceed.
  3. Submission of water samples to Lab for prescribed analysis for complete macro and specified tracer elements as required for domestic use. 
  4. Electronic format of borehole information.
  5. A report about the specifications of pump and all installation requirements taking into account the output size is 2 inches only. 
  6. Prepare a comprehensive BoQ for the implementation phase. 
  7. Technical specifications 

The consultant shall prepare and submit the technical specifications for all work items listed in the BoQ. The specifications should describe the work method applying to the Local resource-based approach.

3. Expected Outputs of the Consultancy/ Main Deliverables

The Consultant shall submit to the ILO in final form (1 hard and 1 soft copy) for review and comments at the end of Phases 1 and 2. Once the final detailed execution drawings, technical specification, BoQ and cost estimate are approved, the Consultant shall submit one hard copy together with one soft copy (on CD-ROM) of the following document. 

3.1 PHASE 1: preliminary studies; Final Preliminary Report

3.2 PHASE 2: detailed execution drawings, BoQ/cost estimate and technical specifications.

4. Proposed Schedule 

This contract is expected to last for a maximum duration of 1 month including geophysical assessment, drilling, the delivery of the work and its report that includes technical specs, design and BoQ for the installation phase. 

The service provider must provide a detailed working plan including activities and respective milestones. 

5. Reporting, Coordination 

The consultant will work under the overall supervision of the EIIP Chief Technical Adviser and shall coordinate closely with the EIIP focal point that will be assigned to support the work.

The consultant shall coordinate closely with EIIP throughout the assignment to agree final scope of works in each location.

6. Payment Schedule

Payments will be made in fresh USD as follows:

  • 50% upon successful completion and delivery of Phase 1 as detailed above.
  • Final payment upon successful completion and delivery of phase 2 and the entire assignment. 

7. Logistical Support

ILO will facilitate contacts with the municipality of Al Qa Mayor who will assist and provide the necessary approvals from the MoPE. 

The service provider will cover all logistic costs related to its own operations that should be detailed in the financial proposal. 

8. Assignment workstation

The drilling will be done in Al Qaa Vegetable Market that was constructed by the International Labour Organization – EIIP.

9. Eligible Bidders 

  • Bidders shall be legally registered in Lebanon. Government-owned enterprises in the Country may participate only if they are independent and operate under commercial law. 
  • Bidders shall not be identified on the Consolidated United Nations Security Council Sanctions List (CUNSCSL), World Bank’s Listing of Ineligible Firms and Individuals, and lists of sanctioned and/or suspended vendors maintained by UN Organizations (“Sanctions Lists”) or on the “KfW List”.  
  • Interested bidders shall prove to have qualifications and experience in; Doing geophysical assessment; Drilling boreholes; Have appropriate technology and equipment; Field knowledge of the district and the targeted village will be advantage.

How to Apply

Quotation Submission 

The quotation for this activity and design work including cost-breakdown and work plan shall be submitted on 21 April 2022, before 15:30 pm. The cost shall be broken down in main components. 

Cost should be clearly split between the two phases.

The contracting firm shall include a resume of past work of similar nature and references, including their stuffing structure. Quality of proposal, cost and time will be considered in the selection process.

The EIIP will facilitate a site visit to the proposed project location in Al Qaa Municipality on 14 April 2022.

Interested contractors are requested to participate in the site visit as per schedule below.

N.B: Interested contractors should inform ILO Procurement of their participation in advance to the visit on bey-procurement@ilo.org (on or before Wed, 13 April 2022).
