Request for Quotation (RFQ EIIP 003-2025) Capacity Building Needs Assessment

Introduction

The Employment Intensive Infrastructure Programme in Lebanon (EIIP) is a programme under the International Labour Organization (ILO), funded by Germany through the KfW Development Bank, implemented through close coordination with relevant line ministries.

The EIIP creates short- to mid-term decent employment opportunities for Lebanese host community members and displaced Syrians through infrastructure works. At the center of this project is local resource-based technology, principles of decent work and effective inclusion.

The ILO through the EIIP project is committed to the safety of its workers through implementing Occupational Safety and Health measures.

To ensure a complementary and sustainable program at the national level, the EIIP conducts a number of trainings to strengthen the capacity of contractors and public institutions on Local Resource Based Technology and Environmental and Social Safeguard Frameworks.

EIIP Lebanon will now hire a consultancy firm, specialized in needs assessment, (hereinafter referred to as the consultant), to assess the gaps and needs for capacity building, among national stakeholders and social partners.

Objective

In an effort to mainstream and promote the core values of both the ILO and the EIIP modality among national partners, a capacity-building component will be implemented throughout the course of the year.

The aim of this activity is to design a capacity building strategy that is tailored towards the actual needs and interests of our partners and provide them with training opportunities to address any relevant constraints they may be facing to function and execute their own mandate.

The results of these assessments will guide the designing of the EIIP capacity building strategy, as well as addressing all noted gaps in ILO relevant fields.

If the capacity building assessment presented results that are beyond the ILO/EIIP mandate, the results may be shared with relevant partners to address the indicated gaps/needs.

Scope of the consultancy

In coordination with the EIIP programme Chief Technical Advisor and the Senior Environmental and Social Safeguard Coordinator, the consultant will conduct a capacity building needs assessment to EIIP national partners and ILO social partners (MOL, MOSA, CGTL, ALI, FENASOL, Chamber of Commerce, etc.). The consultant should assess:

  1. EIIP-relevant activities implemented by those entities.
  2. Their potential capacity building and training needs.
  3. How will the proposed trainings benefit them in executing their own mandates?

After conducting the above assessment, the consultant is expected to provide the EIIP team with preliminary analysis of results for validation, a draft and final comprehensive report (Introduction, Methodology, analysis and recommendations). Additionally, all raw data are to be provided to the EIIP team electronically (when and if applicable).

Detailed activities to be undertaken (Please review the attached ToR)

Expected outputs of the consultancy

Under this consultancy, the chosen firm shall deliver the following outputs:

  • Inception report including: A comprehensive strategy and methodology for the capacity building needs assessment survey – assessing the gaps and needs, with focus on ILO/EIIP relevant mandates.
  • Consultancy Assessment Visits: Around 10 sites to be visited, conducting meetings with line ministries, social and national partners.
  • A draft report with preliminary results to be presented to the ILO-EIIP Team for validation; and
  • A detailed final report including introduction, methodology, analysis and recommendations. 

Time frame and logistics

The work shall be completed within 35 Working Days and shall tentatively take place from t21 April to 30 May 2025.

Payment Schedule: Important to note that payments are made upon submission of the deliverable to the satisfaction of the ILO, and after validation of relevant team members

Qualifications of the consultancy firm

The consultancy company wishing to be considered for the services described herein should have the following qualifications:

  • At least five years of experience in the relevant consultancy field.
  • Technical capacity: the Consultancy Company had worked in the past five years with UN agencies or I/NGOs.
  • Comprehensive List of qualified personnel including their CVs.
  • Economic and financial standing: Certified bank statement for the last 2 years + Company financial statement should be presented (Audit Report).
  • The company should be registered in Lebanon (registration documents should be presented).
  • Interested bidders should not be identified on the Consolidated United Nations Security Council Sanctions List (CUNSCSL), World Bank’s Listing of Ineligible Firms and Individuals, and lists of sanctioned and/or suspended vendors maintained by UN and European Union.

Quotation Submission

The quotation for the surveys including cost and time frame shall be submitted by 14 April 2025.  The cost shall be broken down in main components and the proposal shall include daily fees.

The consultant shall include a resume of past work of similar nature and references, and CV including contacts for key staff for this assignment, address and date of birth.

Quality of proposal, including cost and work plan will be considered in selection of consultancy firm.
