Scope of Work - Operational Capacity Building Consultant


Period of Performance: 17th of February 2025 till 31st August 2025

Level of Effort: The consultancy company will work according to the deliverables listed below.
Background: 
Since 2018, International Medical Corps (IMC) and Premiere Urgence International (PUI) are partnering to ensure access to quality health services for Syrian refugees, vulnerable Lebanese and people at risk. We do this by supporting a network of about 100 primary healthcare clinics and dispensaries across the country. These clinics focus on prevention and health promotion, including routine physical examinations, wellness exams for children, malnutrition screening, immunizations, preventive services, sexual and reproductive health services, referrals, care and follow-up treatment for those with non-communicable diseases; specialized health services for people with disabilities; and antenatal and postnatal care in addition to management of common conditions, as well as integrated mental health and psychosocial support services. IMC and PUI procure essential drug list and work closely with supported clinics to dispense and monitor their use.

In addition to providing financial support, IMC and PUI work closely with these clinics to help build capacity, with the goal of improving the quality of services at each facility, maintaining meet accreditation requirements in the future. The technical training includes various health education topics, including infectious and non-infectious diseases, infant and young-child
feeding, immunization, antenatal care and personal hygiene, and mental health integration packages.
In 2025, in parallel to the technical (Health, Mental Health and Gender Based Violence) and financial support to PHCCs, IMC/PUI will develop partnerships with 40 to 50 associations managing/running 67 PHCCs to build their operational capacities in finance, administration, compliance, human resources, procurement and logistics, IT.
In line with IMC and PUI and PUI want to extend the technical capacity building provided to the supported PHCCs to operational support.

Purpose:
The global objective is to facilitate the sustainable development of national and operational (finance, human resources and procurement) capabilities by providing comprehensive capacity building to most of the local organizations hosting IMC/PUI supported PHCCs. IMC/PUI collaborates closely with the MoPH to identify suitable local organizations with a demonstrated commitment to improving PHCC performance.
By empowering the local organization, IMC/PUI aims to empower those organizations with the necessary skills and knowledge to successfully apply for further donor funding. It also aims to equip the organizations with a set of procedures, tools and protocols aligning with the minimum operational standard requirements in line with MoPH recommendations for their daily
management.
Thus, the first objective of this consultancy is to focus on operational capacity building by supporting the associations managing the PHCCs to develop their own tools, procedures and templates in Procurement, Finance and Human Resource. The second objective is to support them in implementing those newly developed and/or revised adjusted rules and procedures.

The detailed purpose of the consultancy is:

  • to assess the capacity in HR finance, procurement and logistics,
  • to train partners on the international minimum requirements in operations
  • to develop action and training plan in collaboration with the partners,
  • to support the partner to develop their own tools, templates, and procedures and
  • to ensure the proper implementation of those procedures.

Task Description: Consultant will serve as a company specialized in capacity building,
training, and coaching of local partners in administration, compliance, human resources,
procurement, logistics and finance.
