Accountant, Country Office

JOB SUMMARY:  An Accountant is responsible of a day to day accounting data entry, preparation and filing of transaction journals and vouchers, reviewing the data on the system, accounts reconciliations and preparing/sharing/following up on the various tracking sheets with respective team members. The position checks, reviews, and gives final go ahead for payment processing.

MAIN TASKS AND RESPONSIBILITIES

•    Maintain accurate and complete accounting records. Organize and maintain accounting filing system; ensure that supporting documentation and accounting entries are accurate and are on file 
•    Maintain transaction journals and make sure accounting entries are recorded in Costpoint System in a real time (on a daily basis). Enter accounting transactions in CP and work on month close. 
•    Ensures that transactions are complete, in accordance with applicable accounting standards and accurate. Ensure that all transactions are completed within the timeframe set. 
•    Review and analyze General Ledger on a weekly/biweekly basis and, as applicable, share comments with colleagues. Resolve any discrepancies or clarification for accounting records and ensures that applicable accounting corrections are posted timely. Review and resolve audit findings, accounts discrepancies and areas of non-compliance. Prepare and review applicable internal and external financial reports. 
•    Correspond with vendors re payments as appropriate. Reviews applicable agreements and any other payment documents submitted to the finance department.
•    Review requests for vendor Cost Point setup received from all departments prior sharing them with the senior finance staff for approval  
•    Ensure that project allocations on projects are accurate and eligible based on donor’s requirement. 
•    Participate in internal and external audit reviews, providing supporting documentation for audit selected transactions and providing justifications for journal entries
•    Assist in the payroll preparation and review.
•    Work on/ assist in the preparation of the tax authorities report [for example MOF, VAT]

Job Requirements

MINIMUM QUALIFICATIONS

•    Typically, a 4-year University Degree in Accounting, Finance or Business Administration. Equivalent combination of relevant education and experience may be substituted as appropriate;
•    Typically, 3+ years of relevant and progressive experience working in finance
•    Knowledge of accounting principles; experience with Generally Accepted Accounting Principles desired. 
•    Demonstrated understanding of and experience using accountability and accounting practices;
•    Experience in working with computerized accounting systems, experience with ERP systems is a plus;
•    Experience working with INGOs is preferred 
•    Must be able to carry out responsibilities independently with minimal technical support from within the organization;
•    Committed to continuous learning; willingness to keep abreast of new developments in the field. 
•    Excellent communication and customer relations skills.
•    Ability to coordinate work with others, work under pressure of tight and conflicting deadlines and handle concurrent activities.
•    Excellent interpersonal skills, including ability to operate effectively across organizational boundaries; ability to establish and maintain effective partnership and working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
•    Knowledge of varied donor financial regulations such as USAID, DFID, ECHO, UN donors is a plus ; 
•    Can function effectively in a loosely structured work environment and to set appropriate priorities and deal effectively with numerous simultaneous requirements;
•    Fluency in English, written and oral is required. Additional ability to read, write and interpret, technical and non-technical in another language may be required according to post position and official country language, such as French and Arabic.
