Consultant Scope of Work

 

Period of Performance:
Period 1: 20th September 2023 till 20th November 2023
Period 2: from 1st January 2024 till 31st January 2024

 

Level of Effort: The Consultant will work according to the deliverables listed below.

Background: The Ministry of Public Health (MoPH) faces a crucial moment in healthcare, with its current IT infrastructure, particularly the PHENICS system, proving inadequate for its evolving needs. While functional in its initial implementation in 2016, recent technological advancements and the demand for healthcare services have exposed its limitations. Key concerns include the system's inability to seamlessly integrate data across various platforms and its overall inflexibility to adapt to changing needs, leading to daily technical challenges.

In response, a transition to cutting-edge technology is imperative, not only to address current issues but also to proactively embrace future advancements, ensuring enhanced operational efficiency and improved service delivery in healthcare.

Purpose: The purpose of this scope of work is to support the procurement of the services provide technical expertise and guidance in software development, system upgrade, and communication between the development firm, IMC, and the Ministry of Public Health to follow the implantation timeframe and ensure successful project implementation.

We are seeking a highly skilled Technical Consultant to provide expert support for the implementation of the Health Information System (HIS) Upgrade Project. This role involves overseeing the entire upgrade process and managing the consultancy firm responsible for its execution. The ideal candidate will possess a deep understanding of healthcare IT systems, project management, and stakeholder collaboration. As the Technical Consultant, the consultant should play pivotal role in ensuring the successful modernization of our HIS to enhance healthcare services and promote operational efficiency.

Task Description: Consultant will serve as the Digital Transformation Consultant - Software Engineer, Specifically, Consultant will complete the following tasks:

 Essential Duties & Responsibilities:                                                                                                  
  • Lead the technical oversight of the Health Information System Upgrade Project, ensuring adherence to project objectives, scope, timelines, and budget.
  • Review and evaluate technical proposals from the development firm.
  • Collaborate with relevant stakeholders, including the Ministry of Public Health (MoPH) IT team, to assess existing system functionalities and identify areas for improvement.
  • Devise a comprehensive plan for the technological advancement of the HIS, considering design, security, performance, and reliability factors.
  • Advise on system architecture, database design, and integration of external APIs.
  • Manage and coordinate the consultancy firm hired to conduct the upgrade, providing clear direction, guidance, and ensuring the firm's deliverables align with project requirements.
  • Oversee the enhancement of system modules and features, such as patient registration, medical record management, appointments, referrals, dynamic forms, reporting, and integration with various systems.
  • Facilitate rigorous testing of the upgraded system and initiate a pilot phase within selected primary healthcare centers to validate its effectiveness.
  • Lead on the development and enhancement of data visualization tools, dashboards, and reporting mechanisms.
  • Collaborate with IMC and MoPH's HIS team to ensure smooth data flow and integration.
  • Provide guidance on data collection, storage, and analytics to enhance reporting capabilities.

Qualifications:

  • Bachelor’s degree in information technology, Computer Science, Health Informatics, or related field (Master's preferred).
  • Proven experience in managing and overseeing complex healthcare IT projects, including system upgrades and modernization efforts.
  • Strong understanding of health information systems, electronic health records, and healthcare processes.
  • Proficiency in technical aspects of system development, integration, and data management.
  • Exceptional project management skills with a track record of successful collaboration across multiple stakeholders.
  • Excellent communication and interpersonal skills to effectively interact with technical and non-technical stakeholders.
  • Ability to analyze technical challenges, propose solutions, and make informed decisions to ensure project success.
  • Experience with SQL Server, .NET framework, and relevant programming languages.
  • Strong leadership capabilities to guide and supervise the consultancy firm throughout the upgrade process.
  • Previous experience in the humanitarian field and collaboration with NGOs and governmental organizations is a plus.

  1. Project Oversight and Adherence:

Collaborate with relevant stakeholders, including the Ministry of Public Health (MoPH) IT team, to assess existing system functionalities and provide recommendations for improvement.

  1. Comprehensive Technological Advancement Plan:

Develop a comprehensive plan outlining the technological advancement of the Health Information System (HIS), considering design, security, performance, and reliability factors.

  1. System Architecture and Integration Recommendations:

Advise on system architecture, database design, and the integration of external APIs to enhance the HIS.

  1. Consultancy Firm Management:

Manage and coordinate the consultancy firm responsible for conducting the upgrade, ensuring their deliverables align with project requirements.

  1. System Enhancement Oversight:

Oversee the enhancement of system modules and features, including patient registration, medical record management, appointments, referrals, dynamic forms, reporting, and integration with various systems.

  1. Testing and Validation:

Facilitate rigorous testing of the upgraded system and initiate a pilot phase within selected primary healthcare centers to validate its effectiveness.

  1. Data Visualization and Reporting Tools:

Lead the development and enhancement of data visualization tools, dashboards, and reporting mechanisms to improve data reporting capabilities.

  1. Data Flow and Integration:

Collaborate with the International Medical Corps (IMC) and MoPH's HIS team to ensure smooth data flow and integration within the upgraded system.

  1. Data Collection and Analytics Guidance:

Provide guidance on data collection, storage, and analytics to enhance reporting capabilities and overall data management within the HIS.

consultation compensation fees per Month  is 1000USD/month

Compensation fees per Month  is 1000USD/month.

He/She will be paid based on completion and International Medical Corps acceptance of deliverables.

 

Location of Work: The location of work for the consultant will primarily be remote, with a requirement for at least 30% of the time to be spent on field visits.
