1. BACKGROUND TO THE ASSIGNMENT:
IMC Lebanon supports primary healthcare centers through the subsidization of medical consultations and diagnostics, provision of free essential medication, capacity building of PHCC health staff, and implementation of a healthcare quality improvement program. The consultant specialists and medical clinician field site play an important role in ensuring the provision of quality, patient-centered health care and improved health outcomes for the supported community.
2. PURPOSE OF THE ASSIGNMENT:
The Consultant Specialist, Medical Clinician Field Site, Lebanon will be in charge of providing clinical and technical guidance for International Medical Corps-supported primary health care centers (PHCCs) in the area to which s/he is assigned. The consultant specialist and medical clinician will ensure all Primary Health Care (PHC) medical components are implemented according to the Ministry of Public Health (MoPH) and WHO quality standards.

Provides advice and support to aid in the development of staff at IMC’s partner PHCs, including capacity building on identified needs
- DELIVERABLES DESCRIPTION:
- Field Visits
Perform one weekly visit to each of the supported facilities for which he is assigned, according to a schedule developed in collaboration with the field team.
- Diagnostics and Packages Approval
He/she will approve diagnostic tests required for common conditions for all grants except NDICI.
Under NIDICI: He/she will work with the PHCC medical focal point on diagnostics approval all through the task shifting.
He /she will monitor the shift of the approval task to the PHCC focal point and will continue to monitor the appropriateness of approvals till the end of the grant.
- Reporting
He/she will report during each weekly visit to supported PHCCs, via a standard reporting template, on the following: PHCC name, date of visit, medical focal point engaged, assessment of task shifting progress, and challenges.
He/she will report on the number and percentage of LPSP diagnostic packages performed, and out-of-pocket paid diagnostics, highlighting extremes and analyzing them.

- He/she will contribute to the development of PHCC training material, as assigned by the medical coordinator
- He/ She will conduct training for healthcare providers on medical guidelines for improved patient outcomes, based on a yearly healthcare training program developed in coordination with the IMC medical coordinator. PHCC healthcare training program will include clinical algorithms for most common adult diseases and the updated MOPH SRH guideline, protocols for triage and isolation of infectious diseases patients, primary health screenings, evidence-based management of NCDs, documentation guidelines, HIS management, prescription, and referrals.

- Report on diagnostics analysis at supported PHCCs.
- Audit and analyse 1 clinical KPI according to a program developed with the medical coordinator.

Respond to field investigation of the emergence of communicable diseases in coordination with MOPH, community health team, and other partners and be part of the outbreak response team.
7. Medical Record audit
- He/she will review a set number of medical records monthly and report on the quality of documentation clinical management and patient outcomes.
- He/ she will assess the quality of medication prescription during the MR audit and share results with the IMC and PHCC pharmacists and field teams to coordinate for action plan to promote rational use of medications.
- Under NIDICI, he/she will coach and accompany the PHCC medical focal point on medical record audit, including the MR part in the quality compliance checklist, and will ensure that the task is shifted to the PHCC medical focal point, Thereafter IMC clinician will monitor the quality and appropriateness, and action plan implemented by PHCC medical focal point.
8. Training to IMC staff and Community workers
- Provide one training to the IMC community team during community awareness sessions, as per a schedule developed with the CH specialist
- Prepare and provide peer training as required and requested by the medical coordinator.
- Provide bi-monthly training on a health topic to the health team in his/her area.
9. Quality
- Monitor and report, to quality focal point, on the quality of services at health facilities and identify gaps and problems according to MoPH and accreditation standards
- Assist in supporting PHCCs on implementation of clinical priority accreditation standards, according to a schedule set by quality specialists, and report on challenges.
- Provide feedback on and input into IMC’s quality improvement activities and reporting tools.
10. Coordination and Representation

4.1. IMPLEMENTATION OF THE ASSIGNMENT DELIVERABLES
The deliverables will be implemented by each Consultant Specialist at, the Medical Clinician Field Site, in each assigned area
5. FUTURE PHASES (IF ANY)
This assignment is needed in case we have new projects or in case we will need to support new PHCCs.
6. TRANSFER OF SKILLS (IF ANY)
The consultant will train, coach, and work with PHCC medical focal points and transfer the knowledge to them on different technical aspects such as diagnostics approval, and medical record audit, including the MR part in the quality compliance checklist. The consultant will ensure that the task is shifted to PHCC medical focal points by the end of the consultancy period. The consultant will monitor the quality and appropriateness, of and action plan implemented by PHCCs medical focal points.

Academic and professional
- A medical degree (MD)
- License to practice medicine in Lebanon/Member of the LOP strongly preferred
Experience
A minimum of one year of satisfactory working experience as a medical doctor is required. Newly graduated candidates with unique training may also be considered.
Language
Fluency in Arabic is required with excellent levels of written and spoken English. Working knowledge of French preferred.
Computer skills
- Strong knowledge of MS Office including MS Word, Excel, PowerPoint, and Outlook
- Knowledge of statistical software such as SPSS or STATA preferred.
Desirable Qualifications
- Knowledge of NGOs and the refugee situation
- Knowledge of primary health care system in Lebanon and operational aspects of MoPH guidelines on primary health care
- Proficiency in standard computer applications and use of the internet
- Excellent interpersonal skills with the ability to motivate colleagues and maintain a positive, respectful attitude in a variety of settings.
- Training, coursework, or experience in health financing and/or quality improvement is highly desirable

- Payment
Payments are delivery-based. Any deliverable not meeting the required specifications will have to be reworked and resubmitted at no additional cost. To be paid: USD 3,150 Monthly based on assignments and reports submitted
Payments are made upon submission of progress reports on completed tasks, outlined against planned outputs. Based on the report and satisfactory performance, payments will be certified by the supervisor.
- TITLE RIGHTS
International Medical Corps shall be entitled to all property rights including but not limited to patents, copyrights, and trademarks concerning material, that bears a direct relation to, or is made in consequence of, the services provided to the organization by the consultant
- INSURANCE
Consultants are fully responsible for arranging, at their own expense, such life, health, and other forms of insurance covering their period of service on behalf of International Medical Corps as they consider appropriate. Consultants are not eligible to participate in life or health insurance schemes available to International Medical Corps employees
- TAXATION
International Medical Corps undertakes no liability for taxes, duty, or other contributions payable by the consultant on payments under this contract.
- TERMINATION OF CONTRACT
Either party may terminate this contract before the expiry date of the contract by giving notice in writing to the other party. The period of notice shall be 5 days in case of contracts less than 2 months in duration and 30 days in the case of contracts for longer periods; provided however that in the event of termination on the grounds of misconduct or in the event of termination on the grounds of misconduct or poor performance by the consultant, International Medical Corps shall be entitled to terminate the ontract without notice. In the event of the contract being terminated before its due expiry date, the consultant shall be compensated pro rata for no more than the actual amount of work performed to the satisfaction of the International Medical Corps.
