JOB SUMMARY: The Grants Manager will assist program teams in the overall administrative and financial management of the projects including budget preparations, budgeted versus spending analysis, costs allocations for shared expenses, provide suggestions on budget re alignments, no-cost or cost extensions or spend out plans and any other analysis required by the country management team needed for decision making. The tasks include and are not limited to;
BUDGETS a) Assist program management team in budgets development for the new projects as per project proposals and activities suggested. b) Prepare final budgets and budget notes in IMC and donors' formats and seek HQ approval prior donor submission. c) Ensure that all other costs relevant to HQ such as audit, security, backstopping are included and budgeted as per internal guidelines. d) Prepare budget re-alignments and re-evaluations and share timely information with the relevant staff. e) In coordination with Split Finance office prepare Chart of Account for new budgets and share information with relevant staff after HQ approval. f) Prepare, organize and conduct grants start up meeting with program, logistics, HR and security departments.
BUDGETS VS ACTUAL a) Closely monitor procurement/payments for each project ensuring connect allocations to accounts and project codes. b) Liaise with procurement department on status of deliveries of major procurement and timely share information with the country management team. c) Prepare and share provisional and final pipeline analysis with the country management teams. d) Prepare and share funding analysis once a month with the country management team. Fund ing analysis needs to include suggestions of budget re-alignments, flexibility, over or under spent. e) Work closely with the sector coordinators/program managers with regards to work plans, procurement plans and estimations for pending period.
INTERNATIONAL AND NATIONAL STAFF ALLOCATIONS a) Work closely with the sector coordinators/program managers and HR on staffing plans. b) Prepare and share monthly list of estimated international staff time and effort allocation with the country management team. c) Maintain international staff coverage analysis and ensure all staff are adequately covered from the current projects. d) Prepare exposure/shortfall analysis for international staff not covered by the ongoing projects.
KEY OF ALLOCATION a) Prepare monthly key of allocation according available funding and budgeted coverage for the shared costs. b) Share the key of allocation timely with the finance department in order to ensure accurate allocation of shared costs. c) Work closely with logistics department on monthly vehicle expenses allocation, offices, warehouses and guesthouse rentals allocations. d) Maintain lists of all premises with all details as per IA ICQ Schedule.
FILING a) Responsible to keep and maintain all grant files documents in electronic and hard copies.
TRAINING AND DEVELOPMENT a) Advocate and plan for professional development of national staff. b) Provide technical/accounting support to country program and other non-finance personnel. c) Train senior national staff to increase their capacity and enable phase out of international staff
COMPLIANCE/SECURITY a) Follows internal policies and procedures by establishing finance and support functions policies, system, procedures and directing or performing their development, documentation and implementation. b) Ensures application and compliance to all security protocols and policies c) Works closely with security/compliance department and other department in detecting and reporting any funds diversion or its possibility.
QUALIFICATIONS:
• Extensive experience in the administrative and financial management of overseas programs at the management level • Extensive experience in working with computerized accounting systems • Comprehensive knowledge and working experience with USAID, EU, DflD and other donors • Strong writing and presentation skills • Proven capabilities in leadership required
