Gender Based Violence Program Manager

Purpose of the position: The primary function of the GBV Program Manager is to ensure integration of protection principles and GBV risk mitigation into IMC’s ongoing humanitarian operations serving displaced Syrians, vulnerable host communities and other vulnerable groups and to develop appropriate, focused GBV prevention and response activities.     Tasks & Responsibilities: Program Planning Work closely with the Health and Mental Health Teams to understand GBV program goals and expectations and ensure linkages across IMC programming. Lead assessments to identify protection risks, to map points of service for survivors of GBV and vulnerable individuals, and to identify points of entry and support structures for reinforcement. Analyze trends of GBV and develop/adjust program strategies to meet needs. Contribute to program design and the preparation of concept notes and proposals.   Program Implementation and Capacity Development Identify and reinforce existing support mechanisms and work closely with local counterparts governmental and non-governmental entities to ensure community buy-in and cultural appropriateness of activities. Support the National Technical Task Force (NTTF) on GBV by developing clear work plans, document the meetings and progress of its work. Strengthen GBV case management and serve as technical resources for staff in the field. Develop and strengthen referral systems both within IMC’s programming as well as between external actors. Develop and strengthen protocols for integrated case management, information collection and sharing. Work on the capacity building of IMC staff on GBV issues using the material that was developed by IMC and Abaad on GBV case management endorsed by the NTTF. Enhance the GBV prevention and response of IMC staff. Monitor the quality of the GBV services provided, identify gaps and implement the necessary adjustments, in collaboration with the other relevant IMC sectors. Train other program staff to integrate guiding principles. and risk mitigation into various sector interventions. Support trainings for healthcare providers, as needed. Coordinate with religious leaders and women’s associations to strengthen support and information networks. Compile regular program reports, on time and with accurate data. Other duties assigned by the MH Coordinator.   Coordination Coordinate with local and international organizations, UN agencies and other stakeholders to ensure holistic support for survivors, including development of GBV SOPs and referral pathways. Represent International Medical Corps at coordination meetings, task forces and working groups related to protection and GBV.   4.  Human Resources, Administrative and Financial Management Assist in the selection, training and support of qualified program staff. Develop support strategies for staff and introduce principles of self care. Develop work plans in line with MH department guidelines, timeline, spending and budget. Work with Finance and Logistics to plan and procure supplies within program budgets.   5. Security Ensure compliance with security protocols and policies. Consider security implications of all program activities, reviewing all new initiatives with national staff and community leaders. Report: Report directly on all tasks and responsibilities to the Mental Health coordinator providing timely updates as required. Qualifications: Master’s degree in Social Work, Public Health, International Development or other relevant field of study. Up to three years experience working on GBV programs, implementation and design. Familiarity with national and international standards and guidelines for GBV programming and coordination. Ability to work well with a cross-cultural team, in conflict and post conflict settings and under pressure. Strong communication skills, both oral and written. Ability to read, write, analyze and interpret technical information in both English and Arabic language. Ability to effectively present information and respond appropriately to questions from senior managers in the field and HQ, counterparts, government representatives and others
