Summary and Background:
The health area manager is part of the senior health management team and the task force senior area management team. S/He will be responsible for managing and running the daily activities of IMC health project in the Area. S/He is to oversee, and manage the senior/health officers, program assistants, pharmacist, and medical advisor, health education team working in the Area with direct coordination with deputy health coordinator, and Community Health manager. The health area manager is to work under the supervision and guidance of the Health Coordinator.
RESPONSIBILITIES:
Program Management:
Work with the Health Coordinator to develop Health sector strategy for health programs in the area through identification of program/sector needs.
Assist the health coordinator in writing proposals, conducting assessments.
Overseas and work with the health team, and PHCCs and service providers for the implementation of the assigned health activities and ensure that stated goals and objectives are met, that projects are appropriately implemented, monitored and evaluated.
Work with the health team to in ensuring regular collection of the data and documentation as per grant, and reporting requirements.
Work with Health Coordinator and Deputy Health Coordinator to ensure that all clinics are regularly reporting into the HIS, receiving appropriate training on humanitarian response including detection of Malnutrition, GBV/CMR, Vaccination, health education, outreach activities and health facilities needs are met
Work closely with the Community Health manager to ensure that health education programs are integrated into the health facilities and MMU services through clinics based and community based activities.
Conduct need assessments on a regular basis and upon requested by HC and in direct coordination with deputy health coordinator.
Work closely with the medical advisor to ensure that the tasks requested are met.
Follow up on all referrals from other stakeholders.
Supervise with the Program assistant to ensure proper documentation for all contracts and payments for service providers in coordination with Deputy Health Coordinator. Coordinate with the Logistics team to identify procurement and supply issues related to the health programs and support the identification of corrective actions
Follow up with the PHC pharmacist to ensure that clinic needs in terms of medication, medical supplies, and medical equipment’s, trainings and ventilation system for the pharmacy are met.
Financial Management
Work with the Health Coordinator to develop expenditure and procurement plans to guide implementation of approved grants in the site.
Prepare the pipelines and projected expenses for each program activity along with expected targets for the whole year which has to be updated on a regular basis.
Review Budget vs. Actual expenditure for the area program on a monthly basis with health coordinator and with finance if needed.
Provide recommendations and interventions to correct any identified deviations (related to compliance, over and under expenditure) that impact budget adherence.
Staff Management:
Organize, daily work schedule for the health officers according to the agreed work plan, and assign task according the priorities in implementation.
Monitor the health team performance according to their assigned tasks and provide regular feed back to the senior health management team.
The health area manager is responsible to sign on RFLs and do the evaluation of the health area staff after consulting with the Community Health manager for CH team.
Coordination and Representation:
Work closely with senior management team in updating, and coordinating the health activities.
Coordinate with the Area senior management team on a weekly basis to ensure IMC is well presented in the area and follow up on the area needs from a holistic approach including health, mental health, GBV as well as logistics and office needs. • Ensure integrated implementation and approach with other sectorial work and staff, particularly mental health and GBV program.
Coordinate with other program departments to ensure integrated implementation of services 11. Work with finance, logistics, HR/admin and security to ensure smooth implementation of project activities
Attend coordination meeting where needed and present IMC where needed.
Reporting:
Provide accurate regular reports, statistics, and documented results and maintain detailed records of the overall health program activities in the Area to the M&E unit.
Any other duties as requested by the Health coordinator
Minimum Qualifications
Academic and professional
Possession of a health related degree
Master’s in Public Health is a plus
Experience
NGO experience is preferable; managerial experience is required (preferably in the health sector)
Language
Fluent command of written and spoken Arabic and English (note: reporting is in English)
Computer skills
Good command of Microsoft Word and Excel for generating reports
