MEAL Officer

Background: International Medical Corps is a global, humanitarian, non-profit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs. In Lebanon, International Medical Corps works to ensure access to quality health services for Syrian refugees, vulnerable Lebanese and other persons of concern by supporting a network of about 50 primary healthcare clinics and dispensaries across the country.
In order to monitor the performance and effectiveness of the programs, and to improve the delivery of future projects, the MEAL department is responsible for designing and implementing the MEAL activities of the project; monitoring the project activities on a regular basis, preparing reports on project progress, ensuring accountability and collection & analysis of different data in relation to the project activities.

Job Purpose: With guidance from the MEAL Coordinator and in close collaboration with departmental and field teams, the MEAL Officer provides expertise and support in the areas of data collection and reporting. The MEAL Officer will be providing support in monitoring and evaluating ongoing projects in the health department. S/he will be responsible for overall M&E and learning needs of the project and will come up with findings based on real data to show performance of the projects. S/he will play a role in promoting key learnings for the improvement of the project and for wider learning of the organization.

Main Responsibilities:

  • Manage IMC’s health database in close coordination with the Health Information System consultant, and Health Information Officer to ensure the quality of Primary Health Care data and the adequate extraction and processing of data.
  • Develop quantitative and qualitative data collection tools.
  • Drafts monthly, quarterly, annual and/or semiannual reports, in conjunction with program team, according to donor requirements.
  • Monitor all project activities, progress towards achieving the project output and calculate statistics and indicators’ data on a regular basis.
  • Prepare numbers for quarterly donor and HQ reports, together with program departments and in collaboration with the Grants and Reporting Officer, as required.
  • Visualize program outputs, achievements, and progress through different graphs and tables.
  • Actively participate in the development of proposals (particularly objectives, outputs, and indicators) and project targets as needed.
  • Assist in the design and development of monitoring and evaluation guidelines and tools in a participatory manner.
  • In coordination with program staff and/or external consultants, participate in the implementation of surveys or studies and analyze results to inform project design and program implementation.
  • Build the capacity of IMC health staff and team members on data collation and assist in training field staff on M&E tools and techniques, as needed.

Essential Qualifications: Possession of a Degree in Public Health, Social Science, Health Management, Program Planning, Public Policy or related field or equivalent experience.

Essential Experience: A minimum of two years of satisfactory working experience in data collection, management and analysis. Experience working with NGO or implementing organization strongly preferred.

Essential Competency:

  • Excellent command of written and spoken Arabic and English.
  • Experience in utilizing technology tools and also possess the ability to master new technology tools, as required
  • Excellent understanding in MS Office applications, Word, Excel, Power Point, Spread sheets
  • Familiarity with and previous experience using statistical analysis software
  • Excellent communication and interpersonal skills.
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy- -Ability to work under pressure, ability to prioritize and commitment to meet deadlines
