Work closely with the Country Director, Senior Management Team (SMT) and health staff to determine the operational needs of the medical program within the scope of the grants.
Collaborate with MOH, MOSA and relevant NGOs (National & International), UN agencies (UNHCR, UNFPA, WHO, et al) and other key stakeholders - this may include taking the form of chairing/organizing or initiating forums where applicable.
Work with the health team on the reporting system to monitor and evaluate the objectives, indicators and outcomes of the country program
Review monthly field reports in order to analyze trends and adjust the programs as needed
Provide necessary data for monthly program reports and ad hoc Board Reports for HQ.
Work with field teams, partner agencies and national health authorities for outbreak preparedness and contingency planning ensuring IMC is represented at meetings and relevant stock is at hand.
Liaise closely with the Logistics Coordinator on issues relating to drug and equipment procurement.
Ensure financial pipelines are submitted to the Finance department in a timely fashion
Work with CD, senior management and field teams to plan for future program directions in terms of beneficiary needs, new sites, and / or new programs.
Work with the CD and management team to draft concepts for future funding following the protocols and formats of each relevant donor .
Represent IMC at health coordination meetings as well as other coordination meetings at UNHCR, WHO, et al.
Work with field teams and the logistics department to procure drugs in a timely manner to ensure adequate supply based on site consumption while adhering to national drug protocols and budgets.
Analyze pharmacy reports to monitor drug consumption per site and adjust program as needed.
Assist in the selection and training of qualified program field staff.
Ensure a suitable counterpart is trained in order to fill in for the Medical Coordinator.
Make regular site visits to facilities to ensure that appropriate care and training are being conducted and to offer support to health staff including emergency settings.
Regularly update country office, HQ and donors on progression of programs as per protocol.
Train health staff to increase their responsibilities in order to build capacity.
Maintain flexibility to take on added responsibility as and when needed.
Maintain open lines of communications between yourself and all health staff and ensure they are well versed on procedures and program activities as agreed with the donor(s).
Work with relevant management team members on reports and proposals as required.
Ensure the all USG donor requirements are understood and adhered to in full.
Manage and direct the Health Consultants as required by the program.
Manage & monitor the Health information systems, RAIS, etc.
Attend all SMT meetings.
Qualifications/ Skills:
Minimum medical degree; preferably with a Master’s in Public Health
Experience in overseas programs at the Manager level relating to primary health care, maternal and child health, reproductive health.
Previous NGO experience required.
Must have excellent self-motivation skills.
Experience in effectively dealing with HQ staff, as well as donor agencies, government officials, and other NGO’s; the ability to work with a broad spectrum of people.
Ability to exercise sound judgment and make decisions independently.
Extremely flexible, and have the ability to cope with stressful situations and frustrations.
Ability to relate to and motivate staff effectively.
Creativity and the ability to work with limited resources.
Excellent decision making skills & strategic insight.
Must have excellent communications skills, both oral and written.
Experience in working with refugees and IDPs in Lebanon and the Middle East is preferable.
Knowledge of the health system in Lebanon.
Very strong management skills.
Language Skills:
Ability to read, analyze, and interpret, technical and non-technical English language documents and manuals.
Ability to write reports, and manuals.
Ability to effectively present information and respond appropriately to questions from HQ, counterparts, donors, et al.
Fluency in both written and spoken English and Arabic
Work Environment:
Based in Beirut with regular travel to field sites throughout Lebanon. Some regional travel may be required to attend coordination meetings.
