ESSENTIAL DUTIES AND RESPONSIBILITIES• Effectively manage daily program, including planning, implementation, monitoring, evaluating, and reporting (Pipeline Review, Implementation Plan). Conduct routine project needs assessments and program reviews to ensure successful implementation and donor compliance • Manage MHPSS Dept. and subsequent team ensuring there is adequate coverage during periods of absence, training needs are met and performance evaluated • Provide direct technical support and capacity building to IMC MHPSS national counterpart in program design, training development, program implementation, and developing strategic direction of our programs in the field, with support from IMC Global MHPSS advisor. • Work together with national counterpart in expanding pool of IMC trainers, through development and implementation of a Training of Trainers component where appropriate. • Provide technical support in developing and reviewing MHPSS training packages linked to various programs including training in case management, training of child care workers in Child Protection and Psychosocial support, MH PHC training using mhGAP, etc. • Ensure that all IMC staff receives appropriate and adequate MHPSS orientation including psychological first aid, implementing and advocating for the IASC MHPSS guidelines & psychosocial considerations in all aspects of their work. • Hire and build capacity of national staff to implement MHPSS programs • Develop a comprehensive monitoring and evaluation framework for IMC’s MHPSS programs with support from regional M&E advisor and Global MHPSS advisor. • Implement sustainability strategy, ensuring community engagement, mobilization and capacity development in an effort to handover services to the local community, and empower them to support themselves in preparation for end of MHPSS Community based service(s) by IMC where deemed necessary (e.g. shelter based programs in case of family reallocation).
COORDINATION: • Represent IMC at relevant coordination meetings (UNHCR, SARC, etc.). • Collaborate with existing government structures and local authorities organizing MHPSS activities • Play and active and lead role in Co-chairing the existing interagency Mental Health and Psychosocial Support reference group (MHPSS RG) together with representative from UNHCR. Work to improve interagency coordination, sharing of information, and promote MHPSS guidelines, best practices and MHPSS reference group endorsed materials and resources. This includes planning joint assessments and response strategies. • Keep in line with and work towards implementing responsibilities within the MHPSS RG Terms of reference, and Interagency MHPSS RG work plan developed in 2014. • Identify or work with suitable local partner organizations and institutions for joint MHPSS work • Identify and where appropriate collaborate with existing formal and informal community leaders and service providers PROGRAM DEVELOPMENT: • Identify potential new donors and projects in the sphere of MH & Psychosocial programming and follow up in conjunction with the CD, Medical Director and Local Mental Health Advisor on same. • Take a lead in MHPSS program development and proposal writing. • Develop the strategy and mechanisms to integrate a mental health and psychosocial support into IMC programs in keeping with IASC guidelines of mental health and psychosocial support in emergencies
REPORTING: • Establish Systematic data collection for reports. • Take a lead in writing MHPSS section of all donor reports. • Receive technical support from IMC Technical UNIT MHPSS advisors, through provision of regular updates on program development, implementation, needs, successes, challenges and progress. • Submit data required for donor reports, monthly reports and Board updates as required by the CD and Medical Director.
Qualifications:
• The qualified candidate will be a mental health professional with MA/S or equivalent in social science – psychology, clinical social work or sociology – with knowledge of human rights, international development, public health or other relevant field; • Proven experience on program management including budget management • Experience in coordination and technical assistance provision at the level of working group/task force or equivalent • Training and supervision experience required • Strong organizational and supervisory skills • Advanced computer skills • Fluent in English written and spoken, Arabic is a plus • Strong interpersonal skills and the ability to work within different cultural environments • Honest, hard-working and a self-motivated person • Ability to work within a team structure or in isolation, flexible, and can cope with stressful workloads and working with limited resources • Ability to travel on short notice to project sites by car, boat or air
