Summary and Background
The Monitoring and Evaluation Manager is responsible for the coordination of all monitoring and evaluation activities including data collection, collation, and analysis for IMC’s programs in Lebanon S/he is in regular contact with M&E staff in Beirut and the field offices to monitor the timely and accurate collection of data. The Monitoring and Evaluation Manager will assist the Deputy Country Director, Technical Coordinators, and Finance and Admin Director to track activity progress against budget expenditure. Furthermore, she/he will work with and the Information and Reporting Officer to generate donor reports and other program analysis documents as needed. Finally, s/he participates actively in the strategic design of IMC’s programs by contributing to the creation of indicators and targets and development of necessary monitoring tools to measure the performance of IMC’s programs.
Place in the Organization
The Monitoring and Evaluation (M&E) Manager will report directly to the Deputy Country Director. The M&E Manager will coordinate closely with the Health Coordinator, the Mental Health Coordinator, the GBV Program Manager, and the Program Development and Quality Manager. Finally, the M&E Manager will oversee the work of the Information and Reporting Officer, M&E Officer (Health), and M&E Officer (Mental Health and GBV).
Primary Responsibilities
With guidance from the Deputy Country Director and in close collaboration with departmental and field teams, the M&E Manager provides expertise and support in the areas of data collection, analysis and reporting.
Essential Job Duties:
Data Collection & Analysis
Oversee the systematic and continuous data collection and analysis on the progress of activities over time and monitor results in terms of timeliness, quality, and accuracy.
Supervise the work of the M&E team (Information and Reporting Officer, M&E Officer (Health) and M&E Officer (Mental Health and GBV) to ensure all missing data and/or suspected errors are resolved and late submissions are followed up.
Database management: In close collaboration with the Health Information System consultant, M&E Officer (Health) and Information and Reporting Officer, ensure all IMC Primary Health Care data are compiled and ensure accurate statistics from the programs are on hand.
Support program teams to design tools for monitoring and evaluation of program effectiveness and manage information database.
Support in the development of proposals as well as establish and identify program SMART indicators for the different grants.
Carry out routine analysis of programmatic performance and share findings with program staff.
Lead data quality audits
Lead monthly data analysis and programmatic planning meetings with the program teams to review performance and strategize on programmatic changes to improve outcomes and outputs.
Work with M&E Officers to produce statistical analysis of health morbidities as reported through IMC-supported activities
Work with field staff and technical leads to conduct regular program monitoring and assessments utilizing data collected for future proposals and programming, in addition to donor reports.
Reporting
Responsible for contributing to reporting and overseeing the Information and Reporting Officer’s drafting of monthly, quarterly, annual and/or semiannual reports, in conjunction with the program team, according to donor requirements and ensure timely submission to HQ in collaboration with Deputy Country Director.
Prepare monthly and/or bimonthly reports for HQ, together with program departments, according to HQ requirements.
Under the direction of the Deputy Country Director, produce targeted data and/or reports for PR/Media and others as needed.
Document IMC program successes as requested.
Management
Directly supervise the Information and Reporting Officer, M&E Officer (Health), and M&E Officer (Mental Health and GBV).
Provide mentoring and/or internal training to field staff to ensure data is accurately collected and reported.
Other
Conduct regular visits to IMC field sites
Represent IMC at Information Management working group meetings or other M&E-related meetings held by the health sector or interagency committee
Any other duties requested by Deputy Country Director or Country Director
Adhere to all of IMC’s policies and procedures, including Code of Conduct and SOPs.
Qualifications & Experience
Minimum Qualifications
Academic and professional
Possession of a Degree in Public Health, Health Management, Social Sciences, Program Planning, Public Policy or related field.
Experience
A minimum of 2-3 years of satisfactory working experience in data collection, management and analysis.
Experience managing M&E programs for an NGO or implementing organization.
Demonstrated experience in applying quantitative and qualitative/participatory research methods
Ability to manage multiple projects simultaneously and to meet deadlines under pressure
Language
Excellent command of written and spoken Arabic and English. Strong writing skills, and ability to produce high-quality documents for external audiences with minimal editing.
Desirable Qualifications
Experience with delivery of health services to vulnerable groups
Core knowledge of public health, mental health, and GBV principles and techniques
Experience working in refugee response, particularly the Syrian Crisis.
Ability to work in a team and under pressure of urgent deadlines
Knowledge of donor reporting
Capacity to build the research and M&E skills of colleagues and community member
Proficiency in using statistical analysis software, such as SPSS or STATA
