Summary and Background:
The Quality Manager (QM) is an integral member of IMC Lebanon’s Program Team, working closely with the Deputy Country Director to provide technical and programmatic support to program teams in Beirut and field offices. The QM will lead International Medical Corps’ efforts to guarantee the delivery of high quality, efficient primary health care, community health, mental health, and gender-based violence (GBV) services at the facilities it supports.
Place in the Organization
The Quality Manager reports directly to the Deputy Country Director. S/he works in close coordination with the Technical Coordinators and M&E Manager, and liaises with the Regional Technical Unit.
Functions and responsibilities
The QM is responsible for designing quality initiatives in health, MHPSS, and GBV programs. The QM will work with the Lebanon program team to ensure that programs meet minimal quality standards. The QM will work with the field teams to identify gaps in quality standards and develop implementation plans in coordination with the technical coordinators. The QM works with the M&E team to design quality monitoring tools that allow the M&E team to track progress in quality improvement activity implementation, which will in turn allow the QM to advise the Technical Coordinators and senior managers on gaps and achievements.
Oversee the development of a set of core standards and tools to be used for establishing and monitoring quality of primary health care, MHPSS, and GBV services
Coordinates with the Field Medical Advisors and other health advisors, mental health and GBV consultants and advisors to ensure program standards and protocols adhere to nationally and internationally accepted guidelines.
Solicits feedback from team and other experts as needed.
Responsible to ensure implementation of minimum standards set by the Regional Technical Unit.
Review regularly the performance based quality program to ensure appropriateness to context and performance.
Responsible to draft, edit and finalize standards/guidelines/tools.
Assembles SOPs & resource manuals for technical coordinators and managers and senior officers and area managers.
Reads, summarizes, and distributes updates on quality standards circulated within IMC and the sectors. Incorporates these updates into quality standards and guidelines used for monitoring and improvement initiatives within IMC programs.
Oversee the quality monitoring activities provided by the Quality Officers
Meet with the Quality Officers on a regular basis to ensure appropriate implementation of quality programming
Ensure appropriate implementation of the performance based quality program based on the proposal and allocated budget.
Develop the plan for the supervision including the schedule for assessment and focal persons in accordance with the field staff.
Ensure that appropriate supervision measures are in place for field offices that allow for oversight of QI initiatives through training and regular visits.
Review quality assessment results and action plans for accuracy and appropriateness
Identify training needs for all supported facilities and other needs. Collaborate with Coordinators, Deputy Coordinators, and Managers to develop a plan for roll out of capacity building trainings and training of standards and protocols.
Develop comprehensive tracking tools and follow up of QI action points, including:
Works with appropriate program team to ensure progress on agreed QI action points.
Develops a tracking system to monitor improvements across activities over time, including mechanisms for soliciting & capturing feedback from beneficiaries including partner organizations (i.e. PHCs).
Provides regular updates on QI initiatives to Information and Reporting officer for donor reporting purposes.
General
Perform other duties as requested by line manager.
Adhere to all of IMC’s policies and procedures, including Code of Conduct and Security SOPs.
Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps
Demonstrate flexibility, resilience, and ability to maintain positive relationships and composure
Minimum Qualifications
Possession of a Masters Degree in Public Health, Health Management, Program Planning, Public Policy or related field, And/ Or a minimum of three years of satisfactory work experience in health delivery and quality.
Language
Excellent command of written and spoken Arabic and English.
Desirable Qualifications
Experience with delivery of health services to vulnerable groups
Core knowledge of public health principles and techniques
Experience working in refugee response, particularly the Syrian Crisis.
Working knowledge of the policies and protocols Ministry of Public Health in Lebanon.
Previous work with a non-governmental organization
