SUMMARY:
This newly created position will be based in Beirut, Lebanon and will work as part of a team which includes both the headquarters recruitment team and the Lebanon program team. The incumbent will have a dual reporting line to the Director of Talent Acquisition at headquarters, and the Country Director, Lebanon.
The primary function of this position is managing a transparent and legally compliant full-cycle international recruitment process. The incumbent will manage multiple hiring and competing demands for internationally based positions and will have regional responsibility for serving as a focal point for sensitive employee matters. Additionally, approximately 20% of the incumbent’s time will be spent assisting the Lebanon operations team with recruitment, training, employee relations and sexual exploitation and abuse investigations.
DUTIES AND RESPONSBILITIES:
RECRUITMENT:
Establish a strong rapport with assigned hiring managers to develop a talent management strategy which ensures fulfillment of all vacancies in a timely manner. Ensure clear mutual understanding of staffing priorities and practical constraints. Guide the hiring managers through the talent management process where needed;
Manage communications between applicants, hiring managers and others to keep all parties apprised of the status of each search;
Work with the hiring managers and headquarters human resources to develop job descriptions and announcements that accurately reflect the responsibilities and qualifications appropriate for position;
Post advertisements in a variety of newspapers, listservs, trade publications, networks, etc. including national and regional focused sources;
Develop and implement creative sourcing techniques;
Screen/review online applications evaluating such factors as job experience, education, training, skills, knowledge, ability and develop a short list of potential candidates to forward to the hiring managers;
Using behavioral interviewing techniques, conduct applicant preliminary interviews (in person, by skype and/or on the phone);
Present fully screened, qualified candidates to hiring managers in a timely manner. Review candidate qualifications with hiring managers;
Manage candidate interview and selection process. Provide candidates feedback on interview results;
Effectively use the International Medical Corps’ ATS (CyberRecruit) by performing accurate data entry of position and candidate information and by maintaining the database with qualified professionals to rapidly respond to talent management needs;
Complete a minimum of three (3) reference checks on selected candidates. Complete a background check as requested;
Following International Medical Corps guidelines, manage the offer process and negotiate compensation package including salary, start date and allowances for international postings;
Prepare offer letter/employment agreement for signature by hiring manager, candidate and others as appropriate;
Send candidate human resources orientation documents to complete and return to the human resources department;
Submit all candidate information (resume, employment application, USAID bio-data form, references, communications, backup documentation) to the human resources department for on-boarding;
Recommend improvements to current recruitment processes to ensure streamlined, cost effective services are being provided to hiring managers;
Provide support in managing the applicant flow and maintaining applicant flow statistical data;
Maintain all recruitment paper and electronic files including internal postings for all open positions;
Assist in maintaining online application process;
Assist with documenting the internal recruitment process flow and procedures;
Conduct informational interviews with potential candidates. Give priority to executive referrals for either current or future searches;
Attend career fairs and conferences to promote International Medical Corps and deepen the pool of potential candidates;
Provide information on company operations and employment opportunities to potential applicants.
HUMAN RESOURCES
Place key documents on the Intranet, including policies, templates, forms, contact lists, etc.;
Maintain the e-filing system of shared network drives: saving all relevant information to the designated location;
Facilitate and/or participate in learning communities and task forces;
Respond to information requests from colleagues and the field in a timely manner;
Lead, participate and manage SEA (Sexual Exploitation and Abuse) activities as may be required including but not limited to trainings, orientations and investigations;
Participate in International Human Resources department initiatives;
Participate in and be the focal point for, regional compensation and benefits surveys;
Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors;
Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps;
Perform other duties as assigned.
