Senior Disability Officer - Beirut and Mount Lebanon (Repost)

Background:

S/he is a member of the Central Health Unit which includes the Health Coordinator, Deputy Health Coordinator, Senior Medical Advisor, Community Health Manager, Quality Manager, Senior Pharmacist, Senior Disability Officer, and Senior Public Health officer.

The central health unit provides leadership, support, and guidance to the field teams in implementing IMC’s Health Program in Lebanon.

Job Purpose: 

Senior Disability Officer (SDO) is the main focal point responsible for technical and program follow-up of the implementation of disability-focused projects implemented by International Medical Corps.

 

Main Responsibilities:

  1. Accessibility:

 

  • IMC has conducted accessibility assessments for 56 supported PHCCs all over Lebanon. Accordingly, a structural renovation plan has been prepared where the SDO will have to check and review the technical specifications provided by the suppliers if they are inline with IMC’s request.
  • IMC outsources renovation works to thirdparty suppliers. The SDO will work closely with IMC Logistics in coordinating these efforts to ensure that the renovation is completed as per specifications, to the necessary quality standards, and on time. 
  • Followup on the construction that is being implemented by the suppliers:
    1. Modality of Work
    2. Schedule of the alteration works per area and per PHCC
    3. Filed visits to check:
      1. The quality of the materials
      2. Measurements provided in the BoQs
      3. Technical specifications and requirements provided by IMC
      4. The implementation meets the plan provided by the company in the RFQs
  • PHCCs directors
    1. Ensure to have a good communication and follow-up with the directors of each PHCC while doing the construction
    2. Answer/raise their queries
    3. Introduce/ Initiate a good communication between the Directors and the contracting company
    4. Ensure that the directors are in contact with the Area managers and the Disability officers (DOs) 
  • Reporting
    1. Report all the findings to the Health Coordinator
    2. Report all the renovation works done to the Health Coordinator and M&E department.
    3. Inform the Health Coordinator, Compliance, and Logistics departments about any issue that could happen while implementing the construction with the contracting company or the PHCCs.

 

  1. Tracking and distribution of Assistive Devices:
  • Maintain and update the list of assistive devices procured by IMC
  • Conduct quality control checks for assistive device suppliers prior to selection of winning bidder
  • Monitor the distribution of the devices that have been approved by the DOs in the different areas
  • Track the number of Mobility Assistive Devices and Living aids dispensed.
  • Approve the work orders that have been raised by the DOs
  • Provide a technical analysis and reporting for the distributions of the devices, share it with the Health Coordinator when needed raising any challenges and/or achievements
  • Followup with the DOs while the orders are being delivered to the PHCCs to check the quality of the devices and to ensure that it meets the specifications provided by IMC
  • Provide Feedback to the logistics to solve any problem related to quality of items delivered

  1. Supporting the Specialized and Rehabilitation Centers:

(Physiotherapy, Occupational therapy and Speech therapy)

 

  • Perform a quality check of the structure of the rehabilitation centers that are contracted by the PHCCs
  • Assess the quality of the rehabilitation services are being provided to the PwD (Evidence Based Practice approach)
  • Work with the Disability officers on monitoring and providing technical supervision of these centers
  • Report the findings to the Health coordinator and Area managers
  • Share recommendations and advices with the rehabilitation providers

 

  1. Financial and Coordination:
  • Monitor the budgets ceilings of the contracts with assistive device suppliers
  • Internal coordination with the other departments
  • External coordination with MOPH, NGOs, and consortium partners
