Senior Health Officer - Beirut and Mount Lebanon

Background:

S/he is a member of the field area team which includes the field medical advisor, the area pharmacist, the senior health officer, the health officers, the quality officers, and the program assistants per area. 

Health program provides both technical and financial support to local primary health care centers to enable provision of affordable, accessible, and quality healthcare services to refugee and vulnerable host population.

Job Purpose:

Supports Health field team (specifically the Health Officers) in implementing project activities and coordinates with M&E for reporting and data collection. Coordinates with external stakeholders on a regional/community level and works with the accountability officer on addresses community complaints.

Main Responsibilities:

Support the Health Officer (HO) by conducting joint field visits to PHCCs:

- monitoring and improving on processes contributing to program indicators

- routine revision of PHCC improvement plan, meeting with relevant stakeholders

- providing any needed technical support

-guidance on the selection of health promotion and disease prevention activities planned by the HO and PHCC

 

Internal Coordination: with all other IMC Field Staff to ensure smooth and proper implementation of program

-Track NFI distribution

 

External Coordination: Participate in the sectoral meetings and other stakeholder meeting if requested by HAM

 

Reporting: collect and submit monthly reports prepared by the health field team.

-Review EWARN weekly findings if requested by HAM

-Liaise with HIS officer to contact MoPH where training on the health information system is required

-Coordinate with the M&E Officer to collect all requested data and analysis

 

Coordinate with community health officer, accountability officer, and partner organizations regarding patient referral

 

Capacity Building for PHCCs

-Identify training needs at the supported centers

-Provide support and guidance to health officers when developing and delivering in-house capacity building activities as required

 

Report back on a daily basis to the area manager on all activities in the field. Serves as deputy manager when needed

 

Community-based Feedback: Respond to complaints sent through accountability hotline

Compile and review all diagnostic tracking sheets and compare with payment

Accompany field team during donor visits as requested by the Health Area Manager

Perform any other duties as required

Qualifications:

  • Experience in Primary Health care
  • Senior position at a Hospital, PHCC, or any Health-focused NGO
  • NGO experience 
  • Excellent communication skills
  • Able to work within a team

  • Advanced reporting skills both qualitative and quantitative
  • Advanced Microsoft excel skills
