Background:
S/he is a member of the Central Health Unit which consists of the following members:
Health Director
Health Coordinator
Emergency Health Manager, Senior Public Health Officer, Senior Community Health Officer, Pharmacy Assistant, Community Health Support Officer
Chief Medical Officer, Chief Pharmacist, Community Health Specialist, Quality Specialist, Senior Inclusion Officer
The central health unit provides leadership, support, and guidance to the field teams in implementing IMC’s Health Program in Lebanon.
Job Purpose:
The Senior Public Health Officer works closely on all tasks and responsibilities with the Health Coordinator and Field teams. This position is office based with planned occasional field outside of Beirut. The responsibility is to provide administrative and technical support to the program and to ensure that department operations and program implementation are monitored and improved upon as needed.
Main Responsibilities:
I- Technical Support:
1. Conduct Field visits to ensure proper implementation of contract terms
a. Conduct visits with IMC Field Staff to supported centers
i. Verify implementation via standardized checklist
ii. Report identified gaps
iii. Propose action plan
b. Team meetings at field offices at project launch
i. Ensure standard implementation of program among field staff
c. Review PHCC raw data
i. Sampling basis
2. Perform data analysis as requested
a. Program design
b. Costing
c. Flag any over/under utilization of subsidized services
3. Work with central unit to
a. Prepare data presentations used in meetings
b. Prepare technical briefs/summaries of current/future projects as needed
II- Financial Responsibilities:
1. Work with program assistants to develop/maintain tools needed by the Health Coordinator to track program finances
2. Maintain all financial tracking tools on office 365
III- Administrative Responsibilities:
1. Follow up with the central focal points of local NGOs with regard to documentation needed for program implementation (invoices, legal papers…)
2. Develop and maintain a physical filing system to ensure all relevant vendor contracts are stored according to grant and area
3. Focal point for capacity building trainings conducted at support clinics: responsible of preparing PRs for consultants and venue. Needs to coordinate with HR/finance/consultants to collect and process all necessary documents/IMC forms needed to ensure timely payment of the consultants.
4. Maintain online archiving of all program trackers on office 365
5. Other tasks as required by the Health Coordinator
Essential experience: A minimum of two years of satisfactory working experience
Desirable experience:
NGO experience
Experience in Primary Health care
Senior position at a Hospital, PHCC, or any Health-focused NGO
