Background
The Field Officer is responsible for planning, coordinating, and supervising food parcel distribution activities at the field level. This role ensures that distributions are conducted efficiently, safely, transparently, and in line with INARA’s humanitarian principles, safeguarding standards, and donor accountability requirements. The Field Officer provides direct supervision to distribution volunteers and serves as the main liaison between field teams and program management during distribution days.
1-Distribution Planning and Preparation
Participate in distribution planning meetings and contribute to site-specific implementation plans.
Support the preparation of daily distribution schedules, beneficiary flow plans, and staff assignments.
Ensure distribution sites are appropriately set up, including entry and exit points, waiting areas, and parcel handover stations.
Coordinate with logistics staff to confirm timely availability and placement of food parcels at distribution sites.
2. Supervision of Distribution Volunteers
Brief volunteers before each distribution day on roles, procedures, safety measures, and safeguarding expectations.
Assign tasks to volunteers and ensure clear understanding of responsibilities.
Monitor volunteer performance throughout distributions and provide on-the-spot guidance and support.
Ensure volunteers adhere to INARA’s code of conduct and treat beneficiaries with dignity and respect.
3. Beneficiary Verification and Distribution Oversight
Oversee beneficiary verification processes to ensure assistance is provided only to verified households.
Ensure distribution lists are used correctly and properly completed.
Address discrepancies, complaints, or verification issues in coordination with program staff.
Ensure each beneficiary receives the correct food parcel according to approved plans.
4. Crowd Management, Safety, and Protection
Lead crowd management efforts to maintain calm, safe, and orderly distribution environments.
Ensure priority support is provided to elderly persons, persons with disabilities, pregnant women, and families with children.
Monitor security and protection risks at distribution sites and take immediate action if concerns arise.
Escalate serious safety or protection incidents to program management without delay.
5. Documentation, Monitoring, and Reporting
Ensure accurate completion of distribution records, including signed or thumb-printed beneficiary lists.
Verify parcel counts distributed versus planned quantities.
Document challenges, incidents, and lessons learned during distributions.
Submit daily distribution summaries to the Program Officer or Country Director.
6. Accountability and Ethical Conduct
Ensure distributions are conducted impartially and without discrimination.
Support the implementation of feedback and complaints mechanisms at distribution sites.
Uphold INARA’s safeguarding, child protection, and data protection policies at all times.
Prevent and report any misconduct, exploitation, or abuse immediately.
7. Post-Distribution Activities
Lead post-distribution site clean-up and organization.
Participate in debriefings to review performance, challenges, and improvements.
Contribute to final reporting and lessons learned for future distributions.
