5 Project Background
The PBF-funded project is implemented by IOM, UNDP and UNICEF. This project seeks to strengthen social peace and stability in Tripoli by engaging adolescents and youth in targeted municipal governance and community-driven initiatives. The project will utilize the Lebanon Tension Monitoring System to assess social tensions, focusing on analyzing political narratives, hate speech, and gender issues. Building on this, youth engagement and representation at the municipal level will be strengthened through youth-focused Mechanisms for Stability and Local Development (MSLD) consultations that seek to identify tensions and community priorities.
Building on the MSLD consultations, the project will implement the Youth Leadership Programme (YLP), through which participants will identify, plan, and implement youth-focused projects that seek to address the causes of tension and contribute to social stability, while supporting municipality participation, and effective oversight to help promote the legitimacy of local authorities. To complement this, the project will train youth (50% female) in employment and life skills (social cohesion, teambuilding) enhancing their livelihood prospects and reducing their vulnerabilities while mitigating one of the main drivers of instability (a lack of livelihood opportunities). Under this project, the leadership and wellbeing of adolescent girls and young women will be prioritized through adopting a girl-centered strategy for skills development, which involves:
Prioritizing girls' involvement by placing them at the forefront of design, implementation, monitoring, and learning processes; Customizing the program to meet girls' specific needs, such as offering tailored training, caregiver engagement and protection services; Increase in female participation in traditionally male-dominated fields such as construction (carpentry, car mechanics, electromechanical, solar systems, etc.) and IT (coding); and Roll out of a tailored and gender transformative adolescent girls’ empowerment package which addresses the basic life skills that adolescent girls in difficult conditions could need such as (trust and support, assertive communication in healthy relationships, self-esteem, and confidence, coping with stress and dealing with emotions, problem solving and decision making, and safety in GBV contexts).
Within this PBF-funded project, it also supports long term sustainability and financial viability of the community projects, the innovative Co-Funding Mechanism (CFM) will be implemented to facilitate community-led management of priority projects and strengthen diaspora engagement and financial contributions. The CFM will enable the communities to identify, fundraise for, cofinance, and jointly implement a community priority of their choice, with the support of diaspora, based on a set criterion.
The selected implementing partner will engage with this CFM to ensure a community-led approach with transparency and inclusion to promote social cohesion. The selected implementing partner will be requested to coordinate closely with IOM, UNICEF and UNDP as well as target communities, government agencies, community groups, and other stakeholders.
6 Expected Results
- 10 Community-based planning (CBP) is complemented and organized jointly with IOM, UNDP and UNICEF, and 10 CBP reports are endorsed by the communities, IOM and other relevant stakeholders, indicating one selected community initiative per community.

*IP is requested to provide the venue in each community and refreshments of the training. Transportation fees are in general not provided for the movement within a community.
7 Indicative Budget
Maximum USD 75,600: the amount includes 1) staff/office cost of IP, 2) CBP and capacity building training, coordination, reporting, monitoring and other relevant costs incurred at IP. It does not include the cost of community initiatives, which will be agreed in another agreement including the amount from fund raising and the amount from IOM.
8 Other Information
The main role of the implementing partner is to support community committees that will take a lead of community initiatives, including providing capacity building to community committees, providing a platform to community committees for fund raising, and take a legal role to make a contract for community initiatives as required. IP will be responsible for ensuring accountability to communities and stakeholders as well as transparency in fund raising and any other activities under the project.
Close coordination and consensus with IOM will be required in every step, in addition to close coordination with UNDP, UNICEF, the government, communities, community committees, vendors, among others.

The organizations responding to this call need to demonstrate their capacity to implement all listed activities as a single package. Partial applications for individual activities will not be considered.
IOM reserves the right to cancel/reduce the scope of planned activities or to introduce new/broaden the scope of the existing activities. Selected Implementing partner needs to be ready to develop a detailed budget based on submitted proposal in two weeks upon receiving the notification from IOM.
All applicants will receive written notification, within the two weeks after the deadline for the submission of Concept Note, of the outcome of the selection process. Should an applicant request further clarification, IOM will provide a response explaining the transparency and integrity of the selection process undertaken.
IOM reserves the right to decline disclosure of the specificity of decision derived by the IOM mission due to reasons related to confidentiality.
IOM reserves the right to accept or reject any Expression of Interest, and to annul the selection process and reject all Expression of Interest at any time, without thereby incurring any liability to the affected Implementing Partners.

Expression of Interest submission guidelines
This document contains instructions on the preparation and submission of the Application including Annex A: IP Information.
- The Application must be submitted by email to (recbey@iom.int) no later than 15 August 2025. Late Application will no longer be considered.
- A detailed description must be provided on how the requirements specified in the Call for Expression of Interest (CEI) issued by IOM will be matched by the capabilities, experience, knowledge and expertise of the Implementing Partners
- The Application must be submitted in one original and one copy and envelope must be marked “Original” and “Copy” as appropriate. If there are any discrepancies between the original and the copy the original governs. Both envelopes shall be placed in an outer envelope and sealed. The outer envelope shall be labeled with the submission address, reference number and title of the Project and name of the Implementing Partner.
- The Application must be submitted in the English language and in the format prescribed by IOM within the CEI. All required information must be provided, responding clearly and concisely to all the points set out. Any application which does not fully and comprehensively address this CEI requirements may be rejected.
- The Application document should comprise of the following:
- Cover Letter;
- Duly accomplished application documentation as outlined within the CEI signed on all pages by the prospective Implementing Partner’s Authorized Representative; and
- Any other relevant documents
- Applications may be modified or withdrawn in writing, prior to the closing time specified in this Request for EoI. Applications shall not be modified or withdrawn after the deadline.
- The Implementing partner shall bear all costs associated with the preparation and submission of the Application and IOM will not in any case be responsible and liable for the costs incurred.
- IOM at no occasion will ask an application fee from Implementing Partners.
- Partners can use IOM's We Are All In platform for reporting fraud, corruption or misconduct.
- All information given in writing to or verbally shared with the Implementing Partners in connection with this CEI is to be treated as strictly confidential. The Implementing Partner shall not share or invoke such information to any third party without the prior written approval of IOM. This obligation shall continue after the selection process has been completed whether or not the Implementing Partner application is successful.
- IOM will treat all information (or that marked proprietary/sensitive/financial) received from Implementing Partners as confidential and any personal data in accordance with its Data Protection Principles.
- The Implementing Partner, by submitting an application, gives consent to IOM to share information with those who need to know for the purposes of evaluating and managing the proposal.
- By submitting the application/expression of interest, the applicant confirms adherence to IOM’s Declaration of Conformity Form and acknowledges receipt of the list of Proscribed Practices (enclosed).
- IOM reserves the right to accept or reject any Application, and to cancel the process and reject all Applications, at any time without thereby incurring any liability to the affected Implementing Partner or any obligation to inform the affected Implementing partner of the ground for IOM’s action.
