CON2023 66 Return Mapping Consultant

Project context and scope:

The consultant will work as part of the project Strengthening return and reintegration management and addressing irregular migration in Lebanon, funded by Sweden and implemented by IOM in Lebanon.  

In recent years, Lebanon has experienced a sharp decline in its economic, political, and security conditions, resulting in a rise in irregular migration to Europe. This ongoing trend puts pressure on destination countries' migration management and asylum systems. To tackle this issue, these countries have implemented various measures, including return programmes. Recognizing that the success of these programmes relies on the cooperation of origin countries, the project will seek to support a system that facilitates the return, readmission, and sustainable reintegration of Lebanese irregular migrants.

Currently, the Lebanese government lacks a common framework for effectively managing the return of Lebanese nationals to their home country. The project aims to fill this gap by exploring how IOM Lebanon can assist in advancing return, readmission and reintegration policies that align and coordinate with both the Lebanese government and destination countries, such as Sweden.

Organizational Department:

The consultant will work under the supervision of the Immigration and Border Governance programme, in close coordination with other IOM programmes (protection, data and research, etc).  

Outputs of the work assignment:

The consultant will carry out a mapping exercise to gain an understanding of the various actors involved in return operations. This mapping will aim to identify the roles and responsibilities of different government agencies and non-government actors in relation to return operations. Through consultations and data collection, the exercise will identify key actors, communication channels between them, existing policies and procedures, challenges encountered in return operations, opportunities for improving coordination, and the capacity needs required to strengthen return, readmission and reintegration policies and operations. The final report will include recommendations to both IOM and the main stakeholders involved in the return of Lebanese nationals in their home country.

The consultant will deliver a report on a four-instalment payment basis:

  1. First deliverable – Worplan and methodology notice – To be delivered on the 15th day after the start date of the contract – First installment: 20% of the overall contract value.
  2. Second deliverable – Outline and abstract of the report – Day 45 – Second installment: 20% of the overall contract value.
  3. Third deliverable – First draft of the report – Day 75 – Third installment: 20% of the overall contract value.
  4. Final deliverable – Final report ready for publication and Powerpoint presentation approved by IOM – Day 90 - Fourth and final instalment payment: 40% of overall contract value.

Performance indicators for the evaluation of results:

  • Capacity to provide a comprehensive and accurate analysis of the current state of return, readmission and reintegration mechanisms for Lebanese nationals;
  • Ability to formulate clear and realistic recommendations to improve these mechanisms ;
  • Timeliness of deliverables, as per the schedule above.

Education, experience and skills required:

  • Master’s degree in Political or Social Sciences, Public Administration, Migration Studies, International Relations and or Law or a related field from an accredited academic institution with a minimum of five years of relevant professional experience;
  • Knowledge of or experience in national and regional migration issues;
  • Experience in liaising with governmental authorities;
  • Experience in writing mapping and analysis reports. Pre-selected candidates will be requested to provide samples in English.
  • Fluency in Arabic and English.

Travel required

Travel within Lebanon may be required (expenses covered by IOM).
