CON2024 06 Radiology Technologist Consultant

Migration Health Assessments are among the most well-established migration management services offered by IOM. The Migration Health Assessment and Travel Assistance Programmes (HAPs) represent the largest activity of IOM’s Migration Health Division (MHD). The MHD, under IOM Lebanon, has its Migration Health Assessment Center (MHAC) located in Beirut for providing quality health assessment and travel assistance services to the refugee and migrant population in Lebanon. The MHAC, operated by specialized and experienced personnel, conducts the migration health assessment activities, including complete medical assessment (physical examination, chest x-ray, laboratory, etc.), pre-departure/embarkation check-ups and ensures fitness to travel. MHAC carries out health assessments for various categories of migrants, including resettling refugees, labour migrants and displaced persons, either before preparation for departure or upon embarkation.  MHAC assessments are based on the protocols defined by the admitting countries. The radiology services at Beirut IOM MHAC are currently outsourced. The MHD intends to bring the radiology services to MHAC’s in-house management which will take it to the best operational standards and efficiency. The scope of this project encompasses the transition from outsourcing to in-house management of radiology services at Beirut IOM MHAC.

Nature of consultancy:

Providing technical support for processing the screening X-ray of the refugees and immigrants with respect to Migration Health Assessments (HAP) and other programmes implemented by the IOM Migration Health Division in Beirut, Lebanon, Category B Consultancy.

 

Tangible and Measurable outputs of the work assignment:

  1. Completion of good quality chest X-ray images of migrants as requested by Physicians and/or Radiologist in accordance with IOM and international radiographic standards and resettlement countries technical instructions, with taking appropriate additional chest X-ray views using the standard procedures, when requested. 
  2. Completion of the explanation of the X-ray examination procedures to applicants and answering questions.
  3. Continuous/ Regular preparation of the equipment’s and examination rooms for use, proper ID checking, correct biodata entry to CR/DR machines and standard labelling of the radiographic images avoiding substitutions.  
  4.  Implementation of  proper radiographic techniques and radiation protection procedures during X-ray taking, including providing pelvic lead shielding for all, double wrap-around lead shielding for pregnant woman, positioning of applicants, collimation of X-ray beam, and use of proper X-ray exposure factors, and monitoring of applicants during the examinations.  
  5. Completion of proper processing of digital images on CR/DR machine, reviewing the image quality and repeating when the image quality is not acceptable.
  6. Providing well written reports on important/urgent information to Radiologists and/or Physician.  
  7. Regular and timely quality assurance of the X-ray machine through proper handling of machine and regular checking of equipment performance and reporting of issues immediately by contacting external and internal technical service providers regarding maintenance service and repair of the X-ray equipment as needed. 
  8. Optimization of  the workflow in the Radiology Unit through applying regular quality control and improvement of the standard operating procedures including identification procedures and correctness of data entry to ensure quick, correct, and smooth X-ray processing and timely delivery of chest X-ray images and reports.  
  9.  Completion of daily worklists, barcodes, identity check of applicants, radiographic counselling, digital Chest X-rays images uploading  to e-Medical website, and/or images burning on CDs.  
  10.  Completion of statistical summary reports on operational activities of the Radiology Unit, document any other information and properly keep records as needed. 

Performance indicators for the evaluation of results: 

Image Quality:

  • Percentage of high-quality images produced.
  • Number of image retakes required due to poor quality.

Proper completion of work:

  • Percentage of assigned tasks completed within the specified time frame.
  • Evaluate the technologist's performance in delivering assigned outputs.

Efficiency and Turnaround Time:

  • Average time taken to complete a CXR.
  • Percentage of procedures completed within the specified time frame.

Compliance with radiation safety protocols.

  • Adherence to established imaging protocols for different types of examinations.

Workflow Efficiency:

  • Monitor the time taken to complete imaging procedures, ensuring efficiency without compromising quality.
  • Monitor the quality, speed and  safety of the radiological procedures
  • Assess the ability to manage workload and prioritize tasks.

Communication with Radiologists and Healthcare Team:

  • Evaluate the technologist's ability to communicate efficiently and  work collaboratively with radiologists, teleradiology center, nurses, physicians, and other healthcare professionals.
  • Assess responsiveness to requests for additional imaging or modifications to procedures.

Education, experience, and skills required:

Education

Bachelor’s degree or technical license degree (license technique LT) from an accredited academic institution in Radiologic Technology, with a valid license to practice from the ministry of public health  

Experience  

  • Three years for Bachelor degree holder and Five years for LT holders working experience in radiography, especially Chest X-Ray.
  • Knowledge and experience of radiographic techniques;
  • Knowledge and experience in radiographic procedure, radiologic safety, and quality management process;
  • Knowledge on digital machine.
  • Knowledge and experience in radiology information systems and Picture archiving and communication systems.
  • Experience in screening chest X-ray and Health Assessment Programs.

 SKILLS

  • Good computer skill, especially in Microsoft Excel.

Languages:

  • Required: Fluency in English and Arabic
  • Desirable: Working knowledge of French
