CON2024 07 Laboratory Technologist Consultant (2 positions)

Migration Health Assessments are among the most well-established migration management services offered by IOM. The Migration Health Assessment and Travel Assistance Programmes (HAPs) represent the largest activity of IOM’s Migration Health Division (MHD). The MHD, under IOM Lebanon, has its Migration Health Assessment Center (MHAC) located in Beirut for providing quality health assessment and travel assistance services to the refugee and migrant population in Lebanon. The MHAC, operated by specialized and experienced personnel, conducts the migration health assessment activities, including complete medical assessment (physical examination, chest x-ray, laboratory, etc.), pre-departure/embarkation check-ups and ensures fitness to travel. MHAC carries out health assessments for various categories of migrants, including resettling refugees, labour migrants and displaced persons, either before preparation for departure or upon embarkation.  MHAC assessments are based on the protocols defined by the admitting countries. The laboratory services at Beirut IOM MHAC are currently outsourced. The MHD intends to bring the laboratory services to MHAC’s in-house management which will take it to the best operational standards and efficiency. The scope of this project encompasses the transition from outsourcing to in-house management of laboratory services at Beirut IOM MHAC.

Nature of consultancy:

Providing technical support to laboratory services with respect to Migration Health Assessments (HAP) and other programmes implemented by the IOM Migration Health Division in Beirut, Lebanon, Category B Consultancy.

Tangible and Measurable outputs of the work assignment:

  1. Completion of laboratory procedures as assigned by the laboratory officer for pre-examination, examination, and post-examination activities through the use of the standard relevant equipment.  
  2. Completion of quality control and quality assurance activities for assigned stations with documentation of results as required.
  3. Maintain good working order of laboratory equipmement by facilitationg their maintenance and operating them appropriately following SOPs.
  4. Effective laboratory stock management by monitoring that the equipment and consumables are sufficient for the anticipated work.
  5. Reporting of problems related to operations, including equipment, stock management and biosafety to the laboratory officer.
  6. Development and update of the laboratory procedure manual in coordination with the laboratory officer.
  7. Improvement of the service system according to the adopted work plan in the laboratory.
  8. Achievement of client satisfaction by prioritising interests and providing services with guiding principles of patients’ dignity, beneficence, and non-maleficence in courteous manner.
  9. Compliance with IOM instruction INS 278 and completion of all designated mandatory trainings.

 

Performance Indicators for the evaluation of results:

Turnaround Time:

  • Time taken to complete tests and provide results.
  • Meeting established deadlines for reporting results.

Accuracy in Test Results:

  • Percentage of accurate results in laboratory tests.
  • Minimization of errors in test outcomes.

Adherence to Standard Operating Procedures (SOPs):

  • Compliance with laboratory procedures and protocols.

Adherence to infection control and safety practices.

Implementation of laboratory quality management system:

  • Participation in and results of quality control activities.
  • Identifying and addressing any deviations from quality standards.

Documentation and Record-Keeping:

  • Accurate and organized documentation of test results.
  • Proper record-keeping for traceability and audit purposes.
  • Timeliness and accuracy of updating and maintaining documents related to quality management.
  • Compliance with document control procedures.

Education, experience and skills required:

Education:

  • Bachelor’s degree or technical license degree (license technique LT) from an accredited academic institution in Medical (Clinical) Laboratory Sciences, Microbiology or a related discipline, with a valid license to practice from the ministry of public health.

 

Experience:

  • Three years for bachelor’s degree holder and five years for LT holders of relevant clinical laboratory experience in a busy institution, preferably in a laboratory.
  • Relevant technical knowledge and practices to personnel and laboratory operations.
  • Knowledge and experience in clinical laboratory techniques.
  • Knowledge of laboratory quality management systems.
  • Knowledge of the principles and practices laboratory biosafety
  • Computer literate with understanding of accurate data collection and analysis for monitoring and continuous improvement of laboratory services and performances; and,
  • Good awareness of the laboratory role in health systems, optional use of resources for quality and efficient services delivery.

Languages:

  • Required: Fluency in English and Arabic
