The International Organization for Migration (IOM) in Lebanon is seeking to hire an experienced Engineer Consultant to support construction and rehabilitation projects at BCPs in Lebanon. The consultant will work under the Immigration and Border Governance unit and will maintain close coordination with technical focal points designated by the Lebanese General Security Directorate.
Nature of the consultancy: Expert engineering services for the construction and rehabilitation of border crossing points (BCPs) in Lebanon and other infrastructure operated by national border management agencies such as the General Security Directorate, as well as other government entities such as the Lebanese Civil Defence. The incumbent ensuring compliance with relevant standards and regulations, and enhancing the infrastructure to support efficient and secure border management.
Tasks to be performed under this contract:
1. Assessment of Buildings and Infrastructure :
- Conduct a detailed assessment of the structural integrity and infrastructure, ensuring compliance with relevant safety and construction standards.
- Evaluate the electrical system, plumbing, and other utilities at designated locations to determine their condition, capacity, and ability to support any proposed upgrades or modifications.
- Assess and document the current condition of the infrastructure, including access roads, drainage systems, water supply, and other utilities.
- Identify any structural modifications or repairs required to enhance the buildings safety and functionality.
- Coordinate with stakeholders to collect data on BCPs usage, occupancy patterns, and utility consumption to inform recommendations.
- Prepare comprehensive site assessment reports detailing the findings, including visual documentation (e.g., photographs, sketches, or diagrams).
2. Design and Recommendations for Buildings and Infrastructure constructions or Upgrades:
- Develop detailed designs, plans and Bill of Quantities (BoQs) for necessary constructions / upgrades or renovations to the buildings and infrastructure, ensuring compliance with specifications, BoQs, maps and all other relevant documents approved by national authorities.
- Propose design solutions that consider future scalability and adaptability for increased demand or usage.
- Identify optimal locations and layouts for additional systems, such as renewable energy solutions (e.g., photovoltaic panels), ITC systems or other equipment.
- Provide cost estimates for the recommended upgrades, including materials, labor, and contingencies, to assist in budget planning.
- Submit reports with technical recommendations and visual documentation of the proposed designs.
3. Preparation of Tender Documents for Implementation:
- Develop comprehensive technical specifications and a BoQ for all materials, equipment, and services required for the proposed upgrades.
- Outline the requirements for contractor qualifications, certifications, and quality standards to ensure reliable execution.
- Prepare bidding documents, including tender terms, evaluation criteria, and templates for bidders to use in their submissions.
- Facilitate pre-bid meetings and site visits for potential contractors, addressing their inquiries and clarifying technical aspects.
4. Implementation Phase:
- Assist in the technical evaluation of bids submitted by contractors to ensure compliance with the specifications and BoQ.
- Provide oversight during the execution of the works, ensuring that the project adheres to the approved design, timeline, and quality standards.
- Monitor and verify that construction and installation work comply with local building regulations and safety standards.
- Conduct quality assurance checks on delivered materials and equipment to confirm compliance with the required specifications.
- Provide periodic progress reports to stakeholders, highlighting any challenges, risks, and mitigation measures.
- Provide Coordination with the design office (Bureau D’études), as well as monitoring and reviewing their deliverables.
Performance indicators for the evaluation of results
- Timeliness: Ensure that all project milestones and deliverables are completed within the agreed timelines.
- Quality and Accuracy of Technical Documents: Produce high-quality and accurate technical documents, such as Bills of Quantities (BoQs), engineering designs, Maps, and any other needed progress reports.
- Effective Coordination: Demonstrate effective coordination with IOM counterparts and technical focal points within government agencies and other related stakeholders.
- Compliance with Standards: Ensure that all construction and rehabilitation works comply with the confirmed and approved bid docs, maps, timelines, budgets, BoQ and all other agreed document, in addition to regular site inspections and quality assurance checks to verify compliance, as well as documentation of any deviations from standards.
Education, Experience and/or skills required
- Senior Engineer with a degree in Civil Engineering or a related field.
- Minimum of 10 years of experience in civil works, including construction and rehabilitation projects.
- Previous experience working with Lebanese authorities is highly desirable.
- Proven experience in the design and installation of solar systems is an asset.
- Strong project management skills, including the ability to manage multiple projects simultaneously.
- Excellent communication and coordination skills.
- Fluency in English and Arabic is a requirement.
