The IOM is the only international inter-governmental agency with a specific mandate for migration and is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing technical expertise to governments, migrants and host communities through a wide range of sustainable solutions contributing to end forced migration and/or improve displacement conditions. IOM has also a leading role in the Camp Coordination and Camp Management (CCCM) Cluster, participates in coordinated humanitarian responses, and engages in the inter-agency collaboration meet the needs of affected-persons and contribute to their protection.
Context:
The conflict and violence in Syria has continued to create surges of people crossing the borders from Syria into neighbouring countries. The number of Syrians registered or awaiting registration in host countries has surpassed 2.5 million. Host governments and humanitarian actors, including IOM, are providing relief assistance and protection to this extremely vulnerable population living with host families and in increasingly crowded camps and settlements. The combination of an extremely large displaced population and the accelerating rate of new arrivals is posing a growing challenge to reception communities’ capacity and host government’s response mechanisms.
As a member of the UN Humanitarian Country Team in Syria and all concerned neighbouring countries (Jordan, Lebanon, Iraq, and Turkey), the IOM Director General has activated the L3 Emergency SOPs to enhance organizational humanitarian assistance and priorities related to IDPs, refugees and returnees, and is actively participating in the emergency response within this rapidly changing humanitarian context.
Core Functions / Responsibilities:
The successful candidate will be under the direct supervision of the Emergency Coordinator, and under the overall guidance of the Chief of Mission (CoM), and will be responsible for the coordination and implementation of IOM’s social cohesion and livelihood programme in response to the Syria crisis population displacement in Lebanon.In particular, he/she will:
Oversee livelihoods and social cohesion programming relevant to the on-going crisis response.
Ensure as part of emergency activities, the on-going monitoring and assessment of displaced communities and Lebanese returnees, whenever appropriate, as relevant to the livelihoods and social cohesion programme.
Maintain data collection and analysis mechanisms, including distribution tracking systems, and share relevant information with partners within the humanitarian community.
Support the COM and Emergency Coordinator in liaising with local authorities, United Nations (UN) and non-governmental organizations (NGO) counterparts in Lebanon as relevant.
Participate in all relevant sectoral working groups, specifically on but not limited to livelihoods and social cohesion, with strategic and operational input, as needed.
Contributes towards the elaboration of IOM’s programmes, including the development of new project ideas.
Undertake duty travel and field evaluation and needs assessment visits to other parts of the country.
Perform such other duties as may be assigned.
