Emergency Public Health Field Assistant - Monitoring

Under the overall supervision of the Emergency Response and Recovery Officer and the direct supervision/guidance of the Sub-Office Team Leader, and technical supervision/direction of the National Public Health Specialist and Health Programme Officer at the International Organization for Migration (IOM) Beirut, the incumbent will be responsible and accountable for implementing emergency health assistance -related projects to meet specific obligations within IOM’s multi-sectorial Migration Crisis Operational Framework. In particular, he/she will: Monitor the correct implementation of the referral system/ transport assistance (facilitated health referrals/ transport for Syrian refugees, Lebanese returnees and vulnerable host community members to IOM-supported health facilities) Ensure dissemination of information on the referral/transport system and its procedures to the supported health facilities and beneficiaries, in coordination with the Community Emergency Public Health Assistant Ensure field level monitoring of the health facilities supported by IOM, including monitoring of data collection, invoices, use of the funds allocated, staff attendance, and opening hours of the facilities. Maintain regular and direct contact with the management of the health facilities, and collect feedback Participate in assessments/surveys of the beneficiaries’ health needs and needs of the supported health facilities Report any difficulties and challenges to the Sub-Office Team Leader and IOM Beirut emergency health unit Monitor health projects’ process, specifically with the aim of increasing effectiveness and recommending appropriate actions in coordination with the Community Emergency Public Health Field Assistant and with other IOM programmatic sectors Contribute to developing new health project ideas in coordination with other emergency response program units (Shelter, NFIs Operations/Logistics, Psychosocial Support etc.) when needed Draft regular reports of field activities using standard templates, and share  relevant information needed for  project proposal development, donor reports and other documents Represent IOM in Health Working Group meetings and other meetings in South Lebanon, as required Perform such other duties as may be assigned

Education and Experience
a) Completed University degree in Public Health, Nursing, or related health/ social sciences field d) minimum two of relevant work experience, including experience on administration e) experience in the public health sector in Lebanon; knowledge of project development, implementation and monitoring is an advantage f) demonstrated understanding of the humanitarian system through work experience and/or studies g) good knowledge of the South governorate, willing to undertake daily travel locally.
