Information Management, Database and GIS assistant

IOM’s Data and Research Unit aims to contribute to a broader and better understanding of migration patterns and processes at community, national and regional levels, as well as to inform community-based assistance, planning, by informing mission level policy and advocacy.

Activities include research as well as the implementation of Displacement Tracking Matrix (DTM) components. DTM is a system that aims to track and monitor displacement and population mobility, provide critical information to decision-makers and responders during crises, and contribute to better understandings of population flows. DTM Lebanon assesses the needs of migrants in the country by implementing activities such as the Migrant Presence Monitoring (MPM) and aims to inform IOM’s and the international community’s response.

Under the overall supervision of Head of Programmes and the direct supervision of the Data and Research Officer, and with technical support from IOM/DTM HQ, the Information Management, Database and GIS Assistant will be responsible for the following activities:

Technical support prior to and during data collection activities

  1. Participate in planning, designing and developing in-house applications for DTM and other IOM programmes including but not limited to the following: software design, program testing, and integration of the software.
  2. Design questionnaires and deploy KoBo surveys.
  3. Clean primary and secondary data during and following data collections in preparation for data analysis and report production.
  4. Provide technical support to DTM field staff, such as through the installation of applications on mobile devices, as well as through provision of guidance and solutions on technical challenges encountered.
  5. Monitor data collection processes and the overall data management activities including the encoding, storing, and processing of the collected data and information.
  6. Provide technical support to key partners on displacement tracking and information management systems.
  7. Conduct user training on IOM data collection applications, such as KoBo.


Support on the drafting and dissemination of information products

  1. Produce quality maps on internal movements, international migration, and other related information, based on the collected and cleaned data.
  2. Provide assistance to the timely preparation and generation of information products, and support on information-sharing and dissemination to all relevant channels.
  3. Support on data analysis by introducing new data analysis methods, e.g. through programming scripts, PowerBI, MS Reporting Services and Excel Visual Basics for Applications (VBA).
  4. In collaboration with the Data and Research Reporting Associate, prepare data visuals for the creation of compelling information products.

 

In coordination with the migrant sector coordinator, support the information management in sector groups and provide technical training /support

  1. Function as the focal point for the Information Management representation in sector groups and related meetings and events organized at the local and national level and other data initiatives.
  2. Manage and maintain the electronic filing system, website uploads, mailing list, KOBO / ODK and SharePoint / drive.
  3. Provide testing and quality assurance support for database applications implemented at IOM Lebanon.
  4. Support and advise the Data and Research office on the confidentiality of data in accordance with IOM Data protection rules and principles as guided by the IOM standards of conduct.
  5. Any other duties that might be assigned.

• University degree in Development, Social Science, Computer Science, GIS or a related field from an accredited academic institution with minimum two years of relevant professional experience
• Experience in information management, preferably in Lebanon or the region.
• Minimum of 1-2 years of experience in Database Management and GIS Mapping advantageous
• Experience with International Organizations, INGO an advantage
• Advanced computer knowledge, use of statistical tools, and ability to analyze diverse datasets required
• Knowledge of GIS and GIS software (such as ArcGIS) a distinct advantage
• Familiarity with mobile data collection technologies and GPS an advantage
