Migration Health Physician (Tb/hiv)

Under overall supervision of the Head of Office, the direct supervision Chief Medical Officer in IOM Beirut and technical support of the Global Fund Project Management Unit in IOM Amman, the incumbent will be responsible for:   Support the implementation of the Global Fund supported project ‘Enhancing Tuberculosis and HIV/AIDS Prevention, Diagnosis and Treatment among Syrian Refugees and migrants in Lebanon (Beirut and at the field level when accessible). Specifically responsible for support of implementation of agreed Global Fund MER work plan for Lebanon Perform medical examination and consultation for medical treatments and investigations of TB confirmed and presumptive cases. Lead the field team through providing support and guidance; make sure that the SOPs are implemented and provide solutions to the obstacles facing the team in coordination with the Chief Medical Officer/Project Manager. Represent IOM in health clusters and coordinate with other partners/ UN agencies, Ministry of Public Health, NTP, NAP,  Implementing partners when it is required. Supervise the Directly Observed Therapy (DOT) activities conducted by the team members and the other organizations. Coordinate with different partners who provide services for Syrian refugees and migrants to integrate TB awareness raising within their daily duties to ensure that the refugees and migrants will be indirectly benefited. Support Provision to the patients with sufficient details about tuberculosis during the daily duties; to raise awareness toward tuberculosis and to prevent the habits that could spread it. Supervise the documentation and record information regarding TB patients’ full information, contacts, treatment and follow up tests that will be collected by the team during the daily duty. Participate in Lebanon NSP (National Strategic Plan ) implementation, and implementation of TB clinical and other guidelines, work closely with WHO and NTP Support Chief Medcial Officer/Project Manager in developing project proposal, strategic plan, budget, reports, project monitoring and evaluation. Support and Conduct routine visit to different TB facilities and TB cases (presumptive) in different Governorates, Syrian refugee sites, hard to reach areas etc and support provision necessary medical advices on treatment and referral.  Engage with different MoPH health facilities ( PHC, CHC and Governorate Hospitals) to improve referral of presumptive TB cases, and advise on the provision of DOTs and TB treatment follow-up in their own facilities.    Support Conduction of  training of MoPH, INGO/NGO/partners and health facilities on TB case detection, diagnosis, treatment follow-up and DOTs, contact tracing , LTBI , IPT , joint TB/HIV activities . Coordinate and supervise the work of the Field Medical Team (doctor, nurse, social and community health workers). Liaison and networking with MoPH health coordinators. Support In-patient TB facility (Sanatorium)  in TB and MDR-TB case management and follow up. Conduct supervision visit with the NTP designated staff members to NTP centers in all Governorates. Coordinate and work with National AIDS Program (NAP) and supervise the work of HIV counseling and testing centers . Scale up and improve the quality of HIV prevention, care , treatment  and control including TB screening services for most–at-risk and vulnerable populations . Maintain confidentiality of information, collaborative relationship with clients, partners and health professionals.  Perform any related duties that may be assigned by the supervisor.

University degree in Medicine from an accredited academic institution

• Experience:
-Minimum 1 years continuous professional working experience, preferably with experience in Migration Health field.
-Prior working experience in communicable diseases particularly in Tuberculosis will be an asset.
