National Emergency Health Physician/ Public Health Specialist

Under the overall guidance of the Chief of Mission (COM), direct supervision/direction of the Emergency Operations Coordinator, and Migration Health Division for health technical matters, the incumbent will be responsible and accountable for managing emergency health assistance related projects and resources to meet specific obligations within IOM’s Migration Crisis Operational Framework. In particular, he/she will: 1. Supervise the overall management and administration of the emergency health related activities within IOM Lebanon’s overall emergency response programme. 2. Serve as health focal point for IOM with the Ministry of Health and National Tuberculosis Programme TB Control Centers; Ministry of Social Affairs for emergency health coordination and information sharing at central and field levels. 3. Represent IOM at government-led and Health Cluster/Sector meetings and other relevant meetings, and liaise and coordinate with national and international health and humanitarian assistance authorities, agencies and organizations regarding strategic planning of health-related programming. Key counterparts include the Ministry of Health, WHO, UNHCR and Health Cluster partner agencies, and other stakeholders. 4. Lead on-going health needs assessments and monitoring activities in northern and southern areas in Lebanon with high density populations of Lebanese returnees and Syrian refugees. 5. Based on available information, monitor and analyze health projects’ process, specifically with the aim of increasing effectiveness and recommending appropriate actions as appropriate in coordination with other programme units, 6. Develop new health project ideas in coordination with other emergency response program units where needed (Shelter, NFIs Operations/Logistics, etc.) as well as with relevant regional and HQ units. 7. Oversee the resource deployment, activation, implementation, reporting and evaluation of the health related programs. 8. Provide periodic technical updates of all health activities and document/disseminate best practice materials in close coordination with the Chief of Mission, MHD and DOE at Headquarters. 9. Provide regular internal reporting on achievements, projects, problems encountered, pertinent developments, and strategic needs related to the medical components of IOM emergency response program, as well as for donors and partner agencies. 10. Education and Experience
a) Completed University degree in Public Health and/or Medicine; post graduate degree in infectious diseases, paediatrics, psychiatry, internal medicine, public health or other is an advantage
b) minimum three years of relevant work experience
c) experience in the public health sector in Lebanon, with knowledge of project development, implementation and monitoring is an advantage
d) demonstrated understanding of the humanitarian system through work experience and/or studies.
